Lancaster made a motion and Lanfear seconded to open the public hearing on the proposed <br /> new county ordinance governing public nudity and lewd and lascivious behavior. Arnold, <br /> Lancaster, Lanfear, Purdy, Quandt, Richardson and Schuppan all voted yes and none voted no. <br /> Motion carried. <br /> M. Valentino stated that the board has had an opportunity to review the ordinance and to hear <br /> the presentation on the secondary effects and now they can proceed to approve this ordinance <br /> Chairman Arnold called or public participation. <br /> Eunice Hawk, Burwell Nebraska stated that she was here in January 2013 when the board <br /> talked about the Edge and she brought up concerns. She is a hairdresser and had business by <br /> the interstate for 10 years and expressed concern that there was human trafficking and sex <br /> trafficking going on. The Attorney General's office was doing an investigation at that time. She <br /> expressed concern that a strip club will only cause problems and it is not a good thing for Grand <br /> Island. <br /> County Clerk Marla Conley read the letter from Connie Swanson, 615 Hagge, Grand Island <br /> encouraging the County Board to adopt the regulations. She also read the letter from Lenea <br /> Smydra, 615 Hagge encouraging the County Board to adopt the regulations. <br /> Chairman Arnold called for public participation and no one responded. <br /> Richardson made a motion and Lanfear seconded to close the public hearing. Arnold, <br /> Lancaster, Lanfear, Purdy, Quandt, Richardson and Schuppan all voted yes and none voted no. <br /> Motion carried. <br /> Arnold stated that you can make statistics look any way you want and he stated that the <br /> statistics did not show what the Edge really did. You would need a competent statistician to <br /> make sure it was valid and there were secondary effects. They crime stats that were entered in <br /> the computer may just not link them together. <br /> Mr. Valentino stated legislators rely on personal experience and there has been extensive <br /> conversation on the secondary effects and you know they use personal knowledge. <br /> 9. DISCUSS AND/OR TAKE ACTION REGARDING ADOPTION OF PROPOSED NEW <br /> COUNTY ORDINANCE GOVERNING PUBLIC NUDITY AND LEWD AND LASCIVIOUS <br /> BEHAVIOR, AS PERMITTED BY NEB. REV. STAT. §23-190. <br /> Lancaster made a motion and Lanfear seconded to proceed to final adoption of the proposed <br /> ordinance governing public nudity and lewd or lascivious behavior, by adoption of Resolution <br /> No. 15-068. Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and Schuppan all voted <br /> yes and none voted no.
