SECTION 7. Effective Area: <br /> This Ordinance is effective in Hall County, including any unincorporated towns or villages, but it <br /> shall not be effective within the corporate boundaries of Alda, Cairo, Doniphan, Grand Island, and Wood <br /> River; nor shall it be effective within the area outside of the corporate boundaries of Alda, Cairo, <br /> Doniphan, Grand Island, and Wood River in which those cities have been granted and are exercising <br /> powers by ordinance on a similar subject matter. <br /> SECTION 8: Effective Date: <br /> This Ordinance shall take effect and be in force fifteen days after its passage, approval, and <br /> publication,as provided by law. <br /> 11. 10:30 A.M. PUBLIC HEARING ON NEW COUNTY ORDINANCE GOVERNING PUBLIC <br /> NUDITY AND LEWD OR LASCIVIOUS CONDUCT AS UPDATED - Lancaster made a motion <br /> and Richardson seconded to open the public hearing. Arnold. Lancaster, Lanfear, Purdy <br /> Quandt, Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> Chairman Arnold called for public participation. <br /> Mary Schweitzer 7517 West Abbott Road Grand Island stated that there are 3 points she would <br /> like to make. <br /> • There are 13 families that live in this area and there are children and grandchildren and <br /> this is not the type of business that should be there. <br /> • She noted that her sister operates the Homestead House for help for people that have <br /> drug or alcohol abuse issues and she does not know what Grand Island has to offer in <br /> this area <br /> • In the 1940's Grand Island had a bad reputation because of the brothels along the <br /> railroad tracks and there was an article in Life magazine about this <br /> Grand Island is a progressive city and she does not want to see it go backwards. The people <br /> should be able to vote on this and she asks that what you choose for the future and to please <br /> choose wisely. <br /> Hall County Clerk Marla Conley read letters from the following: <br /> Ms. Lenea Smydra, 615 Hagge Ave., Grand Island requesting to adopt the regulations <br /> Connie Swanson 615 Hagge Ave., Grand Island requesting to adopt the regulations <br /> Chairman Arnold called for public participation and no one else responded. <br /> Lancaster made a motion and Purdy seconded to close the public hearing. Arnold. Lancaster, <br /> Lanfear, Purdy, Quandt, Richardson and Schuppan all voted yes and none voted no. Motion <br /> carried. <br /> 12 .DISCUSS & TAKE ACTION REGARDING NEXT STEP ON PROPOSED NEW COUNTY <br /> ORDINANCE GOVERNING PUBLIC NUDITY AND LEWD AND LASCIVIOUS CONDUCT, AS <br /> UPDATED - Lancaster made a motion Richardson seconded to motion to table the matter of the <br /> proposed new County ordinance governing public nudity and lewd or lascivious behavior, until <br /> 10 <br />
