12 DISCUSSION & POSSIBLE ACTION ON PROPOSALS PHASE OF 2 COUNTY OFFICES <br /> JUVENILE DIVERSION - Lanfear stated that they are moving along on phase 2 for the <br /> renovation for juvenile diversion they received proposals from Shada Construction for <br /> $18,000.00 and Jason Hettler Construction for$19,750.00 <br /> Lanfear made a motion and Purdy seconded to accept the proposal from Shada Construction <br /> for$18,000.00 to do the work. It was not necessary to go out for bids because it was under <br /> $20,000.00. Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and Schuppan all voted <br /> yes and none voted no. Motion carried. <br /> Quandt asked who was doing the janitorial work in the Plaza Building and Mr. Humphrey stated <br /> that they are cleaning the hallways and the restrooms and the staff clean their own offices and <br /> dump the trash and juvenile diversion is doing the same. <br /> There have been some issues with the drug testing. When adult probation moved the drug <br /> testing was to move with them but even as late as last week they were still coming to the office <br /> building. Mr. Humphrey stated he talked to Connie Hultine about this issue and if an adult <br /> would mess the drug testing in the morning they were coming over to the office building in the <br /> afternoon for drug test. He stated he hopes that has stopped, Thursday and Friday of last week <br /> there were no adults. There will be juvenile testing in the office building. <br /> Lancaster stated she appreciates the communication but if necessary the board could issue a <br /> directive to stop this. Diversion ids have not been in the court system and this is unacceptable <br /> that this is going on. <br /> Lanfear stated that there are changes in management and issues with communications. <br /> 14. APPROVE BI WEEKLY PAY CLAIMS AND REGULAR CLAIMS —the board members <br /> received the board pre approval report for their review. <br /> Quandt made a motion and Lancaster seconded to approve the bi weekly pay claims and the <br /> regular claims except for claim #15070221 to Health Port as per information submitted from the <br /> public Defender. and to pay the claim to Jerry Fogerty. Arnold, Lancaster, Lanfear, Purdy, <br /> Quandt, Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> COMMITTEE OR BOARD MEMBER'S REPORTS -- Lanfear reported that there are notes from <br /> the committee meeting and discussion was held regarding the leveling of the floor in the annex <br /> building. Mr. Humphrey stated that the HVAC project is scheduled to start in the middle of <br /> g p y p i t u t o <br /> August and a pre bid meeting is scheduled for August 6th. They have met with the sheriff's <br /> office to go over the security issues and will meet with the courthouse personnel. They also <br /> held a preconstruction meeting on the restroom project and the HVAC project for HHS and they <br /> are moving forward. <br /> Quandt asked if there are plans for the annex building and Loran stated that this is just a start <br /> there are issues with the plumbing because it leaks and there are odors in the building it needs <br /> to be done right. He stated that he has an engineer who has offered to do the design work and <br /> the specifications at no charge to the county. This is a good opportunity to take advantage of it. <br /> He also stated that there are new products that can be used to level the floors and once that is <br /> done there will be a level surface to build walls.
