Motion carried. <br /> <br />COMMITTEE REPORTS: <br /> <br />Hartman brought for discussion the signs on the weed building. Board members <br />felt needed to hold on signs until sod and landscaping are finished. <br /> <br />Abernethy reported on the Head Start Meeting, have 146 students, but have <br />received 81 applications. She also reported on Region III governing Board <br />reception for Ted Trambly, and also need from Criminal Justice Committee to <br />meet on the proposal for consultant for jail renovation. <br /> <br />Quandt reported Family Violence meeting tomorrow at noon. Also reported on <br />Midland Area Agency on Aging Meeting. <br /> <br />Wright also attended the Midland Area Agency on Aging Meeting. <br /> <br />Ellen Merrill, County Board Assistant reported literature on the voting machine <br />for board room has not arrived yet. (2) Grievance committee needs to meet <br />again (3) Earl Wilson had called her about Board passing a resolution that <br />all new county employees must be county residents but grandfather clause in <br />the present employees. (4) She met with IBM and AS/400 representatives in <br />regard to installing a line for Communications-Civil Defense Department to <br />connect with Motor Vehicle Department in this building. (5) A reminder of <br />NACO Planning meeting on August 7th (Leslie, Landis and Abernethy plan to <br />attend} (6) reported on prices for sign for her office. (7) reminder that <br />she will be on vacation for one week. <br /> <br />Leslie brought for discussion the need to begin looking at having city <br />place a signal light at corner of First & Sycamore. <br /> <br />Landis reported she will make no appointment to replace Leslie on the Keno <br />Committee, will continue with Wright, Hartman, Abernethy and Janulewicz and <br />she asked Wright to Chair the County Committee. <br /> <br />Discussion on the need for preliminary budget review because of property <br />tax requirements are exceeding the percent increase. Set meeting for <br />Thursday, July 30,1992 at 8:30 A.M. in County Board Room. <br /> <br />Chairperson Landis recessed the meeting at 3:23 P.M. until Thursday Morning <br />at 8:30 A.M. <br /> <br />Hall County Board of Supervisors returned to session at 8:30 AM. July 30, <br />1992 from recess for regular meeting, of July 28th, with Chairperson Margaret <br />Landis presiding. Present were Irene Abernethy, Richard Frauen, Richard <br />Hartman, Margaret Landis, Robert Leslie, Gary Quandt, and Bill Wright. None <br />were absent. <br /> <br />Discussed and determined to add to all funds the personal property refunds <br />due from the State. <br /> <br />Discussed several items of budget to consider reductions to bring property <br />tax requirements in line with last years property tax asking. <br /> <br />Reduce Miscellaneous General budget various line items: Attorney fees cut <br />$20,000.00; Capital Outlay line cut $45,000.00; Underground tank removal <br />line cut $10,000.00, Building & Grounds request line cut $15,000.00 and <br />AS/400 computer line cut $100,000.00 and each County Department to pay for <br />their own AS/400 costs. County Court budget cut $50,000.00 from Court <br />appointed counsel line and grant request from Clerk of District Court and <br />add $10,000.00 for AS/400 costs. Road Fund to inform there will be no <br />purchase of motor grader this year for $85,000.00 <br /> <br />Supervisor Quandt stated he still would not approve budget that showed any <br />salary increases of over 5%. <br /> <br />Chairperson Landis adjourned meeting at 10:15 A.M.
