<br />~9o? r- ;<:< I <br /> <br />HALL COUNTY BOARD OF SUPERVISORS MEETING, JULY 21, 1992 <br /> <br />.~ <br /> <br />The Hall County Board of Supervisors met at 9:00 A.M. from adjourned session <br />and by published call with Vice Chairman Richard Hartman presiding. <br /> <br />Present on roll call were Irene Abernethy, Richard Hartman, Robert Leslie, <br />Gary Quandt and Bill Wright. Absent were Richard Frauen and Margaret Landis. <br /> <br />Invocation was given by Abernethy. <br /> <br />Pledge of Allegiance was given <br /> <br />Minutes of July 14th meeting were accepted as received, with mimoE corrections <br />made. On roll call vote Abernethy, Leslie, Quandt, Wright and Hartman voted <br />yes, none voted no, with Frauen and Landis absent. Motion carried. <br /> <br />County Attorney's office was not represented. <br /> <br />Commenced audit of monthly claims. <br /> <br />Interviewed Fritz Hoelting, Doniphan for Veterans Service Committee member. <br /> <br />Continued audit of claims. <br /> <br />Motion by Quandt, seconded by Wright to appoint Harold Johnson, Doniphan, <br />as Veterans Service Committee member. On roll call vote Abernethy, Leslie, <br />Quandt, Wright and Hartman voted yes, none voted no. Motion carried. <br /> <br />Dan Hostler reported Tom Baxter had requested 75 feet of his driveway be <br />blacktopped..Discussion followed. . <br />Motionbyj:..?slie, seconded by Quandt to authorize Public Works Director <br />to refuse the:reguest! for private driveway blacktopping. On roll call vote <br />Abernethy, Leslie, Quandt, Wright and Hartman voted yes, none voted no, with <br />Frauen and Landis absent. Motion carried. <br /> <br />Discussion on claim from Mid ,Nebraska Individual Services $41,586.00 <br />Motion by Abernethy, seconded by Leslie to approve payment of claim as <br />submittedb}?Mid Nebraska. On roll call vote Abernethy, Leslie, Wright and <br />Hartman voted yes, Quandt voted no, with Frauen and Landis absent. Motion <br />carried. <br /> <br />Ellen Merrill, County Board Assistant gave report. <br /> <br />Motion by Leslie, seconded by Aberenthy to approve payment of claims as submitted <br />and audited today. On roll call vote Abernethy, Leslie, Wright and Hartman <br />voted yes, Quandt voted yes, except stated he voted no on any salary claims <br />that were over 5% as discussed. Frauen and Landis absent. Motion carried. <br /> <br />Recessed at 11:52 fA-.M.! for lunch. <br /> <br />Will return to regular session at 1:30 P.M. <br /> <br />Returned to regular session at 1:30 P.M. Members present were Abernethy, <br />Hartman, Leslie, Quandt, and Landis. Frauen was absent and Wright arrived later. <br />Chairperson Landis presiding. <br />Visitors Promotio~ Committee members Rhonda Salfield, Bruce Swihart, Mel <br />Wichman and Donna>Knuth and Theresa Kuzulka were present. Rhonda Salfield <br />Chairman of the 5 member Visitor's Promotion Committee spoke in regard to the <br />$15,000. in their budget being set aside for Stuhr Museum promotions. They <br />felt it should have been discussed with Committee before County Board members <br />voted and made their decision. They expressed concerns as to.;i. t may be - a // <br />precedent setting example. Discussion followed. The $15,000. is for this <br />year only and will look at the results before making further decision. <br />Motion by Quandt, seconded by Wright to authorize Travel & Tourism to <br />allot $18,000. to Stuhr Museum for prommotion. On roll call vote Quandt and <br />Wright voted yes, Abernethy, Hartman, Leslie and Landis voted no, with Frauen <br />absent. Motion failed to carryon 4 no, 2 yes vote. <br /> <br />Motion by Leslie, seconded by Quandt to authorize Travel & Tourism to allot <br />$15~000. to Stuhr Museum for promotions. On roll call vote Abernethy, Hartman, <br />Leslie, Quandt and Landis voted yes, Wright abstained and Frauen absent. <br />Motion carried on 5 yes, 1 abstain and 1 absent. <br /> <br />Sheriff Arnett was present to discuss consultant and architect for jail and <br />funding be placed in this year's budget. <br />Abernethy reported on the Criminal Justice Committee meeting. <br />Discussed placing $100,000. in budget for jail consultant/architect/renovation <br />use. <br />Motion by Hartman, seconded by Wright to place $50,000.00 in miscellaneous <br />General budget line item for consultant/architect/renovation. On roll call <br />vote Abernethy, Hartman, Leslie, Quandt, Wright and Landis voted yes,none <br />voted no, with Frauen absent. Motion carried. <br />
