6 <br /> County Attorney Jack Zitterkopf stated that he researched Roberts Rules of Order and found <br /> that an ad hoc committee can only be created by the assembly and then it states it can operate <br /> in a couple of ways. The chairman can appoint the members of the ad hoc committee or in a <br /> motion to create a way to appoint the members. There is no reference to the time when a <br /> committee can be created. <br /> Arnold noted that most of the issues would already have a committee in place and they should <br /> refer to it or are they trying to circumvent the issues. <br /> Lancaster noted that any committee is advisory to the board and she asked if there was a <br /> problem with the outcome of the committee. They may use the term ad hoc loosely, maybe it <br /> should be called something else. There was a concern on the temperature of the office and this <br /> should have gone to the facilities committee. <br /> Quandt asked if there was a problem and expressed concern that the committee did not <br /> address the issue. The boilers are supposed to be shut down in March and then go to air <br /> conditioning. He expressed concern that the board picks and chooses when to use Roberts <br /> Rules of Order. <br /> Chairman Arnold called the meeting back to order. The debate needs to be restricted to the <br /> question at hand. He questioned why there was an ad hoc committee when there was a <br /> committee to address the issue. He also noted that Mr. Quandt is not happy with the Chairman <br /> and there is a power struggle. The chair of the committee should have been contacted. The <br /> board needs to learn to trust each other and follow the chain of command. <br /> Lanfear stated that he was concerned the board seems to be going in different directions. <br /> Lanfear withdrew his motion and Purdy withdrew his second. <br /> Arnold stated that there is one more issue regarding the e mails there needs to be a policy <br /> regarding e mails. <br /> Richardson stated that with today's technology this should be in the board policy. <br /> Mr. Quandt stated that Mr. Shuda sent an e mail asking about the air conditioning on 6/26/15. <br /> Stacey stated that she uses e mail to contact people she does not have time to call everyone. <br /> Lancaster stated that as long as she has been here if there is an agenda item there can be <br /> discussion and then take action. <br /> COMMITTEE OR BOARD MEMBER'S REPORTS — Lancaster stated she attended the <br /> veteran's national conference and now hearing impaired veterans will be able to receive hearing <br /> impaired phones at no cost. The veteran's service officers will be able to sign off so they can <br /> receive the phones. The brochures and applications are just being produced. <br /> Lanfear stated that the facilities committee had a request for new carpeting in the administration <br /> building and they will be coming forward with a recommendation. <br /> BOARD ASSISTANT'S REPORT— Board Assistant Stacey Ruzicka reminded the board <br /> members of the Board of Equalization formal hearings today and July 15 and 16 and final action <br />
