He noted that they have a new web site that is a constant sales piece for the community <br /> And the VIB magazine is distributed to all businesses. <br /> Lancaster stated that Mr. Mellema has been an amazing addition to CVB and she appreciates <br /> participation on this board. <br /> Lancaster made a motion and Richardson seconded to approve the Resolution #15-018 <br /> proclaiming May 3 — 9 to be Hall County Tourism week. Arnold, Lancaster, Lanfear, Purdy, <br /> Quandt, Richardson and Schuppan all voted yes and one voted no. Motion carried. <br /> 9:45 a.m. Held a Board of Corrections meeting <br /> 10:15 a.m. Recessed the Board of Corrections for the public hearing. <br /> 8.10:00 A.M. PUBLIC HEARING FOR CONDITIONAL USE PERMIT FOR AMERICAN WASH <br /> OUT FOR A TRUCK &TRAILER WASH --Schuppan made a motion and Purdy seconded to <br /> open the public hearing. Arnold, Lancaster, Lanfear, Purdy, Quandt Richardson and Schuppan <br /> all voted yes and one voted no. Motion carried. <br /> Mr. Humphrey, Zoning Director stated that he received the application for the conditional use <br /> permit for the truck wash out April 1, 2015. It will be located at the old Mid Nebraska Speedway <br /> location. He showed an aerial view of the area. Mr. Chad Ruda with Mid-American Wash out <br /> was present reviewed the site. He stated that this is his fifth location and he works with the <br /> DEQ regarding all necessary regulations and he wants to be a good neighbor. There is a need <br /> for this location because of the packing plant. This is a five year permit and he will be <br /> accountable to dispose of the solids on a daily basis. <br /> Schuppan asked about the permit for the wells and how much water he thought they would use. <br /> There are regulations from the NRD that they would have to follow if they exceeded 25 million <br /> gallons. <br /> Mr. Ruda stated he was driving truck in 2004 and realized the need for the truck wash out. He <br /> started the first location in Fremont in 2006 and has DEQ approval. In 2008 he purchased a <br /> location in Dodge City Kansas and it runs under a permit. In 2012 he purchased a location in <br /> Sioux City Iowa improved the locations and it is acceptable. In March of 2015 he was <br /> approached to purchase another location in West Point Nebraska and it was rebuilt and is now <br /> in operation. He has been looking for a location in Grand Island and when he found the race <br /> track was for sale he felt this ws a good location and submitted the application for the <br /> conditional use permit April 1st <br /> Lancaster stated they lived in the northwest area and did not even know there was a lagoon <br /> there. Mr. Ruda stated that lagoons can be managed and he follows the regulations. He stated <br /> that his home office is in Fremont. <br /> Richardson questioned if there are currently wash out locations in Hall County and Mr. Ruda <br /> stated that there are two but they are not following regulations. It will be % mile to the first <br /> 3 <br />
