<br />, <br />.- '. .f <br /> <br />~'9'2~-/7Cl <br /> <br />Ii <br /> <br />HALL COUNTY BOARD OF SUPERVISORS MEETING, MAY 26, 1992 <br /> <br />The Hall County Board of Supervisors met at 9:00 A.M. from adjourned session <br />and by published call with Chairperson Margaret Laridis presiding. <br /> <br />Present on roll call were Irene Abernethy, Richard Frauen, Richard Hartman, <br />Margaret Landis, Robert Leslie, Gary Quandt and Bill Wright. None were absent. <br /> <br />Invocation was given by Abernethy. <br /> <br />Pledge of Allegiance was given. <br /> <br />Minutes of May 19th meeting were accepted as received, on motion by Quandt, <br />seconded by Leslie. On roll call vote Abernethy, Frauen, Hartman, Leslie, <br />Quandt, Wright and Landis voted yes, none voted no. Motion carried. <br /> <br />Deputy County Attorney Jerry Janulewicz was present. He stated Diamond Plastics <br />have requested deed to 3 acres of land which they wish to deed to someone else. <br />The 3 acres are under IDA bond issue with Hall county. Janulewicz requested <br />this be taken up later today when resolutions are ready. <br /> <br />Executive Session was requested for CWA negotiation strategy with Jerry <br />Pigsley Attorney present. <br />Motion by Wright, seconded by Abernethy to recess for Executive Session <br />to discuss the negotiation strategy with the attorneys. On roll call vote <br />Abernethy, Frauen, Hartman, Leslie, Quandt, Wright and Landis voted yes, none <br />voted no. Motion carried. <br /> <br />Executive Session at 9:07 A.M. Returned to regular session at 10:40 A.M. on <br />motion by Quandt, seconded by Wright. On roll call vote Abernethy, Frauen, <br />Hartman, Leslie, Quandt, Wright and Landis voted yes,none voted no. Motion <br />carried. <br /> <br />Five minute recess was called. <br /> <br />Returned to regular session. <br /> <br />Robert Schwartzkopf, Weed Control Authority Superintendent was present and <br />spoke in regard to noxious weed guildelinesand to answer any questions. <br />Motion by Hartman, seconded by Frauen to accept the Noxious Weed Guide- <br />lines for Hall County and copy be placed on file. On roll call vote Abernethy, <br />Frauen, Hartman, Leslie, Quandt, Wright and Landis voted ~yes, none voted no. <br />Motion carried. . <br /> <br />Nelson Helm, Regional Planning Director gave quarterly report of Planning: <br />Commissions activities. <br /> <br />Dave Faimon, McDermott & Miller was present, along with Sheriff Emmett Arnett <br />and Office Manager Bonnie Arnold. Faimon explained the results of the audit <br />of Sheriff's fees and the account now had $565.14 unidentified difference as <br />of December 31, 1991. Faimon also made recommendations as to a new bookkeep- <br />ing system for Sheriff's department. They have located hardware and software <br />for less thatn $10,000.00 and Sheriff has funds available in this year's budget.. <br />Requested the County Board approval so can purchase and start new fiscal year <br />July 1 with new bookkeeping system. Estimated cost $8700.00 <br />Discussion followed, Board members suggested tabling for another week and <br />Sheriff to talk'1 with Bob Keith, IBM and State people on AS/400 connections. <br />Motion by Hartman, seconded by Abernethy to have Sheriff visit with State <br />people but authorize purchase of the best system for Sheriff's Department. On <br />roll call Abernethy, Frauen, Hartman, Leslie, Quandt, Wright and Landis voted <br />yes, none voted no. Motion carried. <br /> <br />Alan Sydow, Representative Local Bi-Centennial Committee made presentation on <br />the activities of the Committee and presented each Board Member with a copy of <br />The Bill of Rights,200 Years,200 Facts, a Guide to American Liberties. They <br />have donated copies to City of Grand Island Employees and all students in the <br />school systems, both public and private. Sydow presented approximately <br />240 copies to be presented to each County Employee, so each can have their <br />personal copy, also include a single 'page copy.of update with each book. <br /> <br />Letter from County Treasurer Doris Mason in regard to outdated outstanding <br />checks, which have been outstanding for more than one year, and monies have <br />been transferred to County General Fund on Miscellaneous Receipt #4446 for <br />$12.08 <br />Motion by Quandt, seconded by Hartman to accept letter and place on file. <br />On roll call vote Abernethy, Frauen, Hartman, Leslie, Quandt, Wright and Landis <br />voted yes, none voted no. Motion carried. <br /> <br />Frauen, Chairman Election Committee reported Election Commissioner has request <br />for recount for School District lR Board Members.. <br />Motion by Frauen, seconded by Hartman to authorize Election Commissioner <br />
