<br />Discussion on joint meeting with City of Grand Island Council s~udy ses~ion on
<br />Tuesday evening (tonight) . Four Board Members, Abernethy, Land~s, Lesl~7 and
<br />Wright plan to attend; since will not be a quorum pres7nt County Clerk w~ll.not
<br />need to attend the meeting. Deputy Attorney Janulew~cz -stated that any t~me
<br />five or more County Board members attend a meeting County Clerk must be present.

<br />Deputy Attorney Janulewicz spoke in regard to question of hiring a jail consul-
<br />tant. There are six steps to follow and needs to research to see where commit~"
<br />tee stands on those steps. Abernethy will research and find out the 6 steps.

<br />Motion by Q~andt, seconded by Hartman to accept and place on file the County
<br />office reports as presented. On roll call vote Abernethy, Frauen, Hartman,
<br />Leslie,_Quandt, wrislit'and Landis voted yes, none voted no. Motion carried.

<br />COMMUNICATIONS:
<br />(1) Memo from Communications & Civil Defense Director absence May 22, for
<br />vacation and will return' to work on May 26, 1992.
<br />
<br />(2) Each Board member was given a copy of letter received by County Clerk
<br />from Nebraska Cooperative Lottery, Columbus, Nebraska
<br />
<br />Motion by Frauen, seconded by Hartman to place on file the communications
<br />received today. On roll call vote Abernethy, Frauen, Hartman, Leslie, Quandt,
<br />Wright and Landis voted yes, none voted no. Motion carried.

<br />COMMITTEE REPORTS:
<br />
<br />Hartman reported the Governing Board of Mid Nebraska Individual Services meets
<br />tomorrow night.
<br />
<br />Abernethy reported she is to attend a meeting on June 25, 1992 for tour of the
<br />Omaha and Wayne Juvenile Detention centers and budget meeting was scheduled for
<br />that day also. Board members agreed she should attend the tour and they would
<br />take care of the budget meeting.
<br />
<br />Leslie reported on the RCD meeting in Kearney last week. Recommends County
<br />Board ask Harold Rosenkotter to represent Hall County at these meeting and make
<br />report to the complete County Board, when the final draft is completed.
<br />
<br />Quandt reported he attended a Task Force meeting. Also Midland Area Agency
<br />meeting to be tomorrow.
<br />
<br />Wright reported on the State meeting on Aging held in Grand Island last week
<br />which he attended. Lois Stienike, Director of local Senior Citizen Center
<br />received an award.

<br />Ellen-Merrill, County Board Assistant reported on meeting for rural dumping on
<br />county roads committee meeting with City of Grand Island is set for June 29,1992
<br />at 6:00 P.M.
<br />Chairperson Landis appointed Dick Hartman, Dick Frauen and Margaret Landis
<br />as County Board Committee members with Gary Quandt and Irene Abernethy as .
<br />alternate members.
<br />Merrill also reported on the diversion map which will effect our County
<br />Park, NRD says there is only one proposal, but Board Members says there are
<br />three proposals. Also reported on request for lounge for non-smoking
<br />employ~es at the Courthouse.
<br />
<br />Chairperson Landis reported on the Grievance Committee meeting held last week.
<br />They are to meet today at 2:00 P.M. with-Chris Hanus, -State- Social Service
<br />Department on Childrens Village issues and at 3:00 P.M. with Max Morse from
<br />Mid Plains Center. Landis requested Abernethy and Hartman to also-attend the
<br />meeting with she and Leslie. Hartman unable to attend today, so Quandt will
