<br />7A~ -)33 <br />~ HALL COUNTY BOARD OF SUPERVISORS MEETING, APRIL 28, 1992 <br /> <br />,,! <br />.~ <br /> <br />The Hall County Board of Supervisors met at 9:00 A.M. from adjourned <br />session and by published call with Chairperson Margaret Landis, <br />presiding. <br /> <br />Present on roll call were Irene Abernethy, Richard Frauen, Richard <br />Hartman, Margaret Landis, Robert Leslie, Gary Quandt and Bill Wright. <br />None were absent. <br /> <br />Invocation was given by Abernethy. <br /> <br />Pledge of Allegiance was given. <br /> <br />Minutes of April 21st meeting were approved with Quandt making the <br />motion and Frauen seconding. On roll call vote Abernethy, Frauen, <br />Hartman, Landis, Leslie, Quandt and Wright voted y~s, none voted no. <br /> <br />At 9:03 A.M. Abernethy made motion to recess into executive session, <br />seconded by Quandt. On roll call vote Abernethy, Frauen, Hartman, <br />Landis, Leslie, Quandt and Wright voted yes, none voted no. <br /> <br />At 9:57 A.M. Hartman made motion to return to regular session, <br />seconded by Frauen. On roll call vote Abernethy, Frauen, Hartman, <br />Landis, Leslie, Quandt and Wright voted yes, none voted no. <br /> <br />Attorney Ken Elson appeared for Platte River By Product LTD concerning <br />the application of a conditional use permit as request stated in <br />the affidavit of publication. The hearing was continued until <br />10:00 A.M. May 12th. <br /> <br />Jim Cannon presented final plans of the College Park building <br />with the emphasis being on the Extension Office area. The Board <br />was invited to tour the facilities which will be May 5th at 1:00 P.M. <br />Motion was made by Abernethy, seconded by WRight to approve the <br />final plans with the specifications and colors selections. On <br />roll call Abernethy, Frauen, Hartman, Landis, Leslie, Quandt and <br />Wright voted yes, none voted no. <br /> <br />Public Hearing for landfill expansion plans was opened at 10:30 <br />A.M. Wayne Bennett with the city of Grand Island was present <br />and introduced John Cummings a consultant on the landfill project <br />explaining the proposed site for the landfill. Frauen made motion <br />to accept proposal with Abernethy seconding. On roll call Abernethy, <br />Frauen, Hartman, Landis, Leslie, Quandt and Wright voted yes, none <br />voted no. <br /> <br />Motion made by Quandt, seconded by Frauen authorizing the Chair <br />to sign the engineering agreements for project C40(174)-1 and <br />C40(175),C40{176) and C40(241). On roll call vote Abernethy, <br />Frauen, Hartman, Landis, Leslie, Quandt and Wright voted yes,none <br />voted no. <br /> <br />Resolution was presented regarding postal rate increases for local <br />governments. Motion made by Frauen, seconded by Quandt to accept and <br />approve this resolution making it #1374 on file. On roll call vote <br />Abernethy, Frauen, Landis, Leslie, Quandt and Wright voted yes, none <br />voted no. <br /> <br />RESOLUTION # IJljlo <br /> <br />WHEREAS The National Association of Counties has urged <br />Congress to hold hearings on the impact of recent and 0 <br />potential postal rate increases on local governments, and <br /> <br />WHEREAS such hearings were held in November 1991, and <br />the recommendations of the National Association of Counties <br />and local governments throughout the United States are now <br />before the U.S. House of Representatives Subcommittee on <br />Postal Operations and Services of the Committee on Post <br />Office and Civil Service, and <br />
