PUBLIC PARTICIPATION —Chairman McFarland called for public participation and no one
responded.
9:05 a.m. Held a Board of Equalization meeting.
9:08 a.m. The Board adjourned back to the regular meeting.
6. DISCUSS AND TAKE POSSIBLE ACTION REGARDING THE SHELTON CEMETERY
LOCATED IN HALL COUNTY - Lancaster asked Cindy Ryan to address this issue. Ms. Ryan
stated that the cemetery has been there since 1885 and there is a cemetery association.
Buffalo County had been helping take care of it but they no longer have townships so they
approached the village to see if they would take over the care at first they did not want to
consider it but now they have stated they will levy 1/2% tax and enter into an interlocal
agreement to do so. There are 2,700 burials there and there was recently a burial on Memorial
Day weekend. They have a perpetual care fund that helps with the maintenance. The village
wants the association to continue because they do not want to handle the sale of the lots. Ms.
Ryan stated that she has raised money for the gate and they have also raised money for the
white plastic fencing that is around the entire cemetery and she is currently working on a
directory for the cemetery. She wanted to let the Hall County Board know because it is located
in Hall County.
Jack did a little research only county involvement would be if it is abandoned but added that the
county does patrol the cemetery.
She has the original had written by laws but they were not filed with the state of Nebraska that
they could find. As of 3 years ago they have an active cemetery board. They have a current
map of the cemetery
Mr. Quandt is it necessary to have an interlocal agreement with Hall County and
That would not be necessary. Also have a tree project started. The fund from the sale of the
lots goes into the perpetual care fund. Last year it cost $13,000.000 to maintain.
Mr. Purdy asked the size of cemetery. 10 acres were purchased in 1885 and the second
section was purchased in 1959 consisting of 2.5 acres.
Lancaster made a motion and Arnold seconded to support with gratitude the care of Shelton
Cemetery. Arnold, Lancaster, McFarland, Purdy, Quandt, Schuppan and Ziola all voted yes and
none voted no. Motion carried.
COUNTY ATTORNEY -CONSIDERATION AND APPROVAL OF QUIT CLAIM DEED TO THE
CITY OF GRAND ISLAND AND AUTHORIZATION OF THE CHAIRMAN TO SIGN SAID
QUITCLAIM DEED - Chief Deputy Attorney Jack Zitterkopf stated that this is a triangular piece
of ground in Lambert's Addition 2 lots were transferred to Habitat for Humanity and this is 78
square feet that belonged to Hall County and he would recommend to quit claim this to the City
of Grand Island.
Lancaster made a motion and Purdy seconded to approve the quit claim deed. Arnold,
Lancaster, McFarland, Purdy, Quandt, Schuppan and Ziola all voted yes and none voted no.
Motion carried.
3
