9:05 A.M. Held a Board of Equalization meeting. <br /> 9:17 a.m. Adjourned and returned to the regular meeting. <br /> PUBLIC PARTICIPATION — Randy Gard, 3927 Meadow Way Trail, Grand Island read a <br /> statement expressing concern on moving the Courthouse. He stated that it is critical for the <br /> future success of downtown Grand Island to leave the Courthouse in its current location. He is <br /> in favor of the renovation and expansion of the current building. <br /> Terry Pfeifer also requested to address the Courthouse issue and stated that he is a member of <br /> the Chamber of Commerce and expressed support of the renovation and construction of an <br /> addition to the Courthouse in the current location. The county has fought for the Veteran's <br /> Home and he does not understand why they would want to move the Courthouse. Moving the <br /> judicial functions would be taking the 'court" out of the Courthouse. It is part of our history. His <br /> office is located on the third floor of the downtown center and he has a clear view of the <br /> courthouse from his window. <br /> COUNTY ATTORNEY— No items listed. <br /> 12. ROB SCHULTZ— DISCUSS &APPROVE HOWARD COUNTY WEED CONTROL <br /> CONTRACT—Weed Superintendent Rob Schultz was present with the interlocal agreement for <br /> the services to Howard County. The cost is the same and he is requesting to move ahead with <br /> the renewal for another year. The total cost to Howard County is $21,000.00. <br /> Schuppan made a motion and Lancaster seconded to approve the interlocal agreement with <br /> Howard County for the weed control contract. Arnold, Lancaster, McFarland, Purdy, Quandt, <br /> Schuppan and Ziola all voted yes and none voted no. Motion carried. <br /> 9:30 A.M. Held a Board of Corrections meeting <br /> 9:40 a.m. Returned to the regular meeting. <br /> 13. DISCUSS &APPROVE AGREEMENT BETWEEN THE NEBRASKA DEPARTMENT OF <br /> CORRECTIONAL SERVICES AND HALL COUNTY FOR HOLDING STATE INMATES - <br /> Correction Director Fred Ruiz was present. Discussion was held regarding the agreement. Mr. <br /> Quandt questioned paragraph 11 regarding the defense of legal claims. Mr. Ruiz replied that if <br /> we are holding them it is the counties responsibility and there will be claims. Discussion was <br /> held and this may need to be clarified. Mr. Arnold noted that this would be civil claims but we <br /> need to make sure that both sides have an interest in defending the issue. Mr. Zitterkopf stated <br /> that with the debate on this paragraph it will need to be clarified. <br /> Mr. Purdy noted that he discussed this with NIRMA at the meeting and they did not have any <br /> particular concerns. <br /> Mr. Ruiz stated that civil claims are part of the daily operations and this happens but they have <br /> not had any issues for a long time. <br /> Mr. Arnold stated that the inmates receive a daily allowance and if they cause a problem they <br /> will be moved back to Lincoln. Mr. Ruiz stated that he has been working with Kyle Poppert <br /> regarding the inmate list and Hall County can refuse anyone. <br /> 2 <br />
