Chairman McFarland called for a 5 minute break. <br /> 13.DISCUSS AND APPROVE THE RENOVATION OF THE COURT SELF HELP AREA IN THE <br /> COURT HOUSE AND THE ADJACENT ROOMS AS A TEMPORARY COURTROOM AND <br /> OFFICE SPACE - Ms. Lancaster stated that this came to their attention last week that Hall <br /> County will have another part-time judge so they will need another court room. Judge Theresa <br /> Luther, County Court Magistrate Reynalda Carpenter and Pat Verbig from county court were <br /> present. Judge Luther stated they met and tried to determine if the judges could adjust their <br /> schedules or move around to accommodate another judge but that was not possible. There is a <br /> hearing room that had some basic updates and they had created a self help center in that area. <br /> This was once the corrections department offices and the sheriff deputy also uses it as a <br /> security space if needed. But to use it as a court room it will need renovations, equipment and <br /> furnishings. They met with building and grounds and discussed the needs. At this time they are <br /> not sure what the time frame will be but they will need to start on the renovations. They asked <br /> facilities committee to come up with some preliminary costs and they are looking at $30,000.00 <br /> to $40,000.00 to accomplish this. <br /> Ms. Carpenter stated that they are staring to receive the equipment but they need a home for it. <br /> She also stated that Barbara Dunn also uses this area for child custody hearings. Because of <br /> the short time frame they are asking the County Board to move forward with the upgrades and <br /> they will report to the county board at every board meeting about the progress of the project. <br /> There are also concerns about the heating and air conditioning in that area. <br /> Judge Luther stated that they thought it was going to work out without coming to the county <br /> board but after they met with all of the parties that use the space they knew it would not work. <br /> Child support uses the space on Mondays and Judge Wright uses it on Wednesday and <br /> Thursday and it is used on Friday for the self help center. They will need space for the <br /> equipment and will also need a bailiff and a staff person. Lancaster stated the judges need <br /> adequate space. <br /> Mr. Purdy questioned if this was a full time judge? Judge Luther stared that it would be 2 days a <br /> week. The judge has not been appointed at this time. <br /> Schuppan made a motion and Arnold seconded to proceed with the renovations and give the <br /> facilities committee authorization to move forward with the project and report back to the county <br /> board. Arnold, Lancaster, McFarland, Purdy, Quandt, Schuppan and Ziola all voted yes and <br /> none voted no. Motion carried. <br /> 9.10:30 A.M. — EXECUTIVE SESSION — UNION NEGOTIATIONS — Lancaster made a motion <br /> and Ziola seconded to go into executive session regarding union negotiations. Mr. Ruiz, Holly <br /> Plejdrup and Jerry Janulewicz were asked to stay for the executive session. This executive <br /> session is to protect the public interest. Arnold, Lancaster, McFarland, Purdy, Quandt, <br /> Schuppan and Ziola all voted yes and none voted no. Motion carried. <br /> 11:50 a.m. Ziola made a motion and Schuppan seconded to go out of executive session. Nor <br /> other items were discussed, no votes were taken and no action. Lancaster, McFarland, Purdy, <br /> Quandt, Schuppan and Ziola all voted yes and none voted no. Arnold was absent. Motion <br /> carried. <br /> Scott Arnold left the meeting at 11:45 a.m. to attend a hearing in Adams County for his job with <br /> GIPD. <br /> 7 <br />
