Beyond that it is the county board setting the salary of the weed <br /> board members. <br /> Mr. McFarland questioned Mr. Quandt if he would be in favor of holding off until the general <br /> election. <br /> Mr. Arnold stated that he understands how the salaries are set and the acquisition that the <br /> board did not keep their word to forgo their salaries is harsh. <br /> Quandt made a motion and Ziola seconded to place the dissolution of the Hall County Weed <br /> board on the May 2014 Primary Election. <br /> Ms. Lancaster questioned Mr. Quandt if there is an issue waiting until the general elections. <br /> That would give the board and the public an opportunity to think this through this is not an <br /> individual issue it is a collective issue. We need to give due consideration on behalf of the rural <br /> people. <br /> Quandt withdrew his motion. He stated that they need to look at this issue for the general <br /> election and make sure that the questions are answered. Mr. Ziola withdrew his second to the <br /> motion. <br /> Mr. Arnold noted that Mr. Quandt withdrew his motion because he knew it was going to fail. <br /> Arnold made a motion and Schuppan seconded to not consider the placing the issue of <br /> dissolution of the weed Board on the 2014 primary or general elections. Arnold, Purdy, and <br /> Schuppan voted yes and Lancaster, McFarland, Quandt and Ziola voted no. Motion failed. <br /> 11 CLAY SCHUTZ DISCUSSION ON OFFICE SPACE FOR PROBATION OFFICE <br /> Clay Schutz 115 West First stated that he has 21 staff members that are currently using his <br /> office space and he has added 7 new staff. Some of his staff are sitting at tables in the hall <br /> way. He is advocating for more office space for his staff. He has seen a couple of properties for <br /> rent and they do currently have $14,000.00 for office space and they have applied for <br /> $73,000.00 for next fiscal year. They need a plan to use the current funds and expressed <br /> concern about turning back dollars and what could happen to the next years funding if they do <br /> so. They are officers of the court and they need to be close to the courts. He needs to have <br /> office space for the short term and the long term. There are also a couple of bills in the <br /> legislature that may be a concern if they have to take on other programs. <br /> Mr. McFarland stated they discussed this issue at the facilities committee and one concern is <br /> the LB 561 dollars and the future funds and how they can be used. The committee is proposing <br /> to use the old veteran's service office space that is about 1100 square feet to allow some of his <br /> staff to work there and consider future office space at the annex. <br /> Mr. Arnold questioned how many offices he would need and Clay stated he has the juvenile and <br /> the adult divisions and he would need 9 more offices. Some of his clients are not the nicest <br /> people but he questioned if juvenile diversion could move to the veterans service space. They <br /> have a smaller staff. <br /> Mr. Schutz expressed concern that the space in the annex may not accommodate his office but <br /> questioned if the public defender's office could move. <br /> 7 <br />
