5. 10:00 A.M. PUBLIC HEARING FOR FINANCIAL ASSISTANCE FROM FEDERAL TRANSIT <br /> ADMINISTRATION FOR A 14 PASSENGER BUS AND 2 MINI VANS TO BE USED FOR <br /> TRANSPORTATION AND OPERATED BY SENIOR CITIZENS INDUSTRIES —Quandt made a <br /> motion and Lancaster seconded to open the public hearing. Arnold, Lancaster, McFarland, <br /> Purdy, Quandt, Schuppan and Ziola all voted yes and no one voted no. Motion carried. <br /> Dustin Butler and Theresa Engelhardt were present. They are requesting to purchase the 14 <br /> passenger bus and the 2 mini vans. They plan to retire some of the older vehicles. They <br /> currently have 123 boardings a day and log 15,000 per month. These smaller vans would be <br /> more comfortable and they would get better gas mileage, they are cheaper to operate and the <br /> repair costs would be less. <br /> Lancaster stated that she is the representative from the county for Senior Citizens and thanked <br /> Dustin and Theresa for being present. The transportation has been split between the City and <br /> County and the vans will better serve the rural transportation and be more cost efficient. They <br /> want to make sure to move forward with enhanced rural service. <br /> Chairman McFarland called for public comment and no one responded. <br /> Quandt made a motion and Lancaster seconded to close the public hearing. Arnold, Lancaster, <br /> McFarland, Purdy, Quandt, Schuppan and Ziola all voted yes and no one voted no. Motion <br /> carried. <br /> The public hearing had to be held so the agreements could be signed. <br /> 7.10:30 A.M. PUBLIC HEARING REGARDING THE DISCONTINUATION OF A SEPARATELY <br /> ELECTED HALL COUNTY WEED BOARD - Quandt made a motion and Ziola seconded to <br /> open the public hearing. Arnold, McFarland, Purdy, Quandt, Schuppan and Ziola all voted yes <br /> and no one voted no. Lancaster was absent for the vote. Motion carried. <br /> Chairman McFarland asked that the remarks be factual and not personal and be limited to 5 <br /> minutes. <br /> Chairman McFarland called for public participation. <br /> Neal Sidders stated he lives west of town and has been on the weed board for 25 years. He <br /> questioned why they want to get rid of it. <br /> Chairman McFarland called for public participation. <br /> Diane Muhlbach stated that she owns property by Cairo and she is here to learn what is going <br /> on and learn the facts. She questioned what the conflict is is it money or duplication of services. <br /> She also asked what the job responsibilities are. <br /> Keith Brown stated he lives in Central City and owns land at CAAP. He distributed a letter to <br /> the board members regarding his questions. This was on the ballot 15 month ago and the <br /> public voted to retain the weed board by a 20% margin. He asked if this <br /> is a clash of personalities and if the board has forgotten the good things that the weed board <br /> has done. He stated that he reviewed the testimony from the last public hearing and noted the <br /> comments from Robert Schwarzkopf. He encouraged the board to look beyond the personality <br /> 5 <br />
