<br />9~~ - 1'2 <br /> <br />_t <br /> <br />HALL COUNTY BOARD OF SUPERVISORS MEETING, FEBRUARY 11, 1992 <br /> <br />~ <br /> <br />The Hall County Board of Supervisors met at 9:00 A.M. from adjourned session <br />and by published call with Chairperson Margaret Landis presiding. <br /> <br />Present on roll call were Irene Abernethy, Richard Frauen, Richard Hartman, <br />Margaret Landis, Robert Leslie, Gary Quandt and Bill Wright. None were absent. <br /> <br />Invocation was given by Abernethy. <br /> <br />Pledge of Allegiance was given. <br /> <br />Minutes of February 4th meeting .were accepted as received by mail, on motion <br />by Quandt, seconded by Frauen. On roll call vote Abernethy, Frauen, Hartman, <br />Leslie, Quandt, Wright and Landis voted yes, none voted no. Motion carried. <br /> <br />Ellen Totzke, County Attorney was present. <br /> <br />Motion by Frauen, seconded by Abernethy to recess for Executive Session to <br />discuss personnel matters. On roll call vote Abernethy, Frauen, Hartman, <br />Leslie, Quandt, Wright and Landis voted yes, none voted no. Motion carried. <br /> <br />Executive Session at 9:12 A.M. and returned to regular session at 9:44 A.M. <br />on motion by Quandt, seconded by Frauen, On roll call vote Abernethy, Frauen, <br />Hartman, Leslie, Quandt, Wright and Landis voted yes,none voted no. Motion <br />carried. Also present during executive session were Neal Kelly and County <br />Assessor Jan Pelland. <br /> <br />Conditional Use permit for Charles Encinger, for the erection of a 180' <br />radio communications tower was presented and read. <br />Motion by Quandt, seconded by Frauen to refer conditional use permit <br />back to County Attorney for correction from 10 years to S:years with option <br />to renew for another 5 years. On roll call vote Abernethy, Frauen; Hartman, <br />Leslie, Quandt, Wright and Landis voted yes, none voted no. Motion carried. <br /> <br />l-1anager application for Kimberly J. Edwards in connection with l'iquor license <br />for Wood River Recreation Association dba Wood River Contry Club, Wood River <br />was discussed. Letter from Hall County Sheriff stating investigation <br />showed no reason why the application request should not be approved. <br />Motion by Frauen, seconded by Hartman to accept and to notify the <br />State Liquor Control Commission approving the Manager application for <br />Kimberly J. Edwards at Wood River Country Club. On roll call vote Abernethy, <br />Frauen, Hartman, Leslie, Quandt, Wright and Landis voted yes, none voted no. <br />Motion carried. <br /> <br />Discussion on former Children's Village closed account funds. <br />Motion by Wright, seconded by Frauen to put funds into County Treasurer's <br />office in a fund ear marked for children's needs. On roll call vote Aber- <br />nethy, Frauen, Hartman, Leslie, Quandt, Wright and Landis voted yes, none <br />voted no. Motion carried. <br /> <br />Earl Ahlschwede, Attorney, representing Rod Huebner, presented written infor- <br />mation in regard to keno in Nebraska. They reqeusted the County Board <br />consider placing the issue on keno on ballot for vote of people of Hall County. <br />Ahlschwede cited statues relating to keno and sharing of funds. <br />Ellen Totzke, County Attorney was present during the discussion. She <br />stated her office will research before County Board vote to put the issue on <br />the ballot. She requested 2 weeks to conduct the research. <br />Motion by Wright, seconded by Hartman to set March 10, 1992 at 10:00 A.M. <br />for County Board to conduct a Public Hearing for the keno request. On roll <br />call vote Abernethy, Frauen, Hartman, Leslie, Quandt, Wright and Landis voted <br />yes, none voted no. Motion carried. <br /> <br />Tina Heinz presented the 1991 Annual report for Hall County Visitor Promotion <br />Fund. Also present were Theresa Kuzelka, Dick Good and Donna Knuth. <br /> <br />Nelson Helm, . Regional Planning Commission Director was present in regard to <br />Final Plat for 'Brett Acres Subdivision, located on west side of Cameron Road <br />approximately one mile south of U.S. Highway 30 (farm dwelling) <br />Letter with Re,gion~lPlanning Commission recommendation was read. <br />Motion by Quandt, seconded by Frauen to approve the final plat for Brett <br />Acres Subdivision as presented. On roll call vote Abernethy, Frauen,Hartman, <br />Leslie, Quandt, Wright and Landis voted yes, none voted no. Motion carried. <br /> <br />Nelson Helm, reported on the Public Hearing on the proposed amendment to Hall <br />County Zoning Resolution to permit animal or poultry packing and rendering <br />plants as conditional use in AG~l Zone. County Board now needs to set a <br />Public Hearing to consider the proposal. <br />Motiori'by Frauen, seconded by Abernethy to set Public Hearing for March 3, <br />1992 at 10:00 A.M. to consider amending the Hall County Zoning Resolution. <br />On roll call vote Abernethy, Frauen, Hartman, Leslie, Quandt, Wright and <br />
