HALL COUNTY BOARD OF SUPERVISORS SPECIAL MEETING, JANUARY 27, 1992 9:{~- Sf The Hall County Board of Supervisors met in special session at 11:00 A.M. with Chairperson Margaret Landis presiding. Present on roll call were Irene Abernethy, Richard Hartman, Margaret Landis, Robert Leslie, Gary Quandt and Bill Wright. Absent was Richard Frauen. Deputy County Attorney Jerry Janulewicz was present. This special meeting was called as per State Statute 23-273, by written request to County Clerk, signed by five (5) members of Hall County Board of Supervisors on Friday January 24, 1992. Notice of this meeting was published in Grand Island Daily Independent by legal notice,on Saturday, January 25, 1992. Each Board Member was notified by written notice on Friday, Janaury 25, 1992. Each news media (newspaper. radio and television stations)were notified by County Clerk of the special meeting by telephone on Friday, va~y 24, 1992 and written notices were also mailed on Friday January 24, 1992. Reason stated for meeting was to provide direction to Ha~l County's representa- tive on the Region III Governing Board, regarding a proposed new contract with the State Department of Public Institutions. Meeting was called to order by Chairperson Landis. Supervisor Quandt stated he had attended meeting last Thursday night and he understood a meeting with Department of Institutions was called for Monday January 27, 1992 at 7:00 P.M. and he requested this special meeting. He later learned meeting has been set up for Thursday night instead. He apologized for this meeting when could have been taken care of at regular meeting Tuesday. Quandt stated that at last Thursday's meeting he learned there would be dis- cussion on new contract with Dale Johnson and he needed County Board members input. He questioned if needed to be an executive session. Torn Genung and Deb Johnson from Mid Nebraska Retardation Central Office were present. Jerry Janulewicz, Deputy County Attorney stated could hold executive session due to possible litigation. Motion by Abernethy, seconded by Quandt to go into Executive Session for discussion. On roll call vote" Abernethy, Quandt, Wright and Landis voted yes, Hartman voted no, Leslie abstained and Frauen absent. Motion carried on 4 yes, 1 no, 1 abstention and 1 absent. Torn Genung introduced Becki Kohler, n~w area Director for Grand Island Office for Mid Nebraska Retardation SerVIces. Recessed for Executive Session at 11:11 A.M. Present were County Board Members,. Jerry Janulewicz, Depu.ty County Attorney, Ellen Merrill, County Board Assistant, Torn Genung, Becki Kohler and Deb Johnson all representatives from Mid Nebraska Retardation Services. ' Returned to regular session at 11:49 A.M. on motion by Leslie, seconded by Quandt, On roll call vote Abernethy, Hartman, Leslie, Quandt, Wright and Landis voted yes, no~e voted no, with Frauen absent. Motion carried. ,..l.:f! Chairperson Landis reported the reasons Quandt had called special meeting. Quandt stated he was concerned whether check from'Department of Public Instutions would be sent so employees could be paid. Dale Johnson had stated if contract was not signed, there would be no check this month. Hartman reported'he had called 2 State Senators he knew and also Don pohlmeier, Chairman of Mid ~ebraska Governing, Board. He had received phone calls back that Senators had talked to Governor Nelson and was'assured the check would be in the mail for payment of employees salaries. Mid Nebraska Governing Board meeting will be held Thursday night January 30th. Chairperson Landis stated Gary Quandt had consented to step down as Hall County Board representative and Richard Hartman has been appointed to serve as Hall County Board's representative on Mid Nebraska Retardation Governing Board.
