<br />HALL COUNTY BOARD OF SUPERVISORS MEETING, DECEMBER 14, 1993
<br />
<br />-The Hall County Board of Supervisors met at 9:00 a.m. from adjourned session
<br />and by published call with Chairman Gary Quandt presiding.
<br />
<br />Present on roll call were Irene Abernethy, Richard Frauen, Richard Hartman,
<br />Margaret Landis, Robert Leslie and Gary Quandt. Tammie Stelk arrived later.
<br />
<br />Invocation was given by Abernethy.
<br />
<br />Pledge of Allegiance was given.
<br />
<br />Minutes of December 7th meeting were approved as corrected, on motion by
<br />Leslie, seconded by Frauen, correction Leslie moved for Executive Session,
<br />not Hartman. Abernethy, Frauen, Hartman, Landis, Leslie, Quandt and
<br />Stelk voted yes, none voted no. Motion carried.

<br />No representative from County Attorney's office was present.
<br />
<br />Doris Mason, Hall County Treasurer spoke with board members in regard to the
<br />Surety Bonds for county deposits. She provided each board member with written
<br />information she had received by making phone calls. Discussion followed.
<br />Board Members asked County Treasurer to watch for six months and then will
<br />look at again since action was taken last week.
<br />
<br />Sheriff Arnett was present and presented a picture of the Hall County
<br />Sheriff Department employees for display in County Board meeting room.
<br />1994 will be the 100th anniversary for Sheriff's Association.
<br />Sheriff Arnett presented a letter in regard to his recommendation for
<br />County Board's consideration in regard to liquor license for AIda Lounge Inc.
<br />
<br />Motion by Abernethy, seconded by Hartman to approve the 1993 Hall County
<br />Department inventories and board members sign. Abernethy, Frauen, Hartman,
<br />Landis, Leslie, Quandt and Stelk voted yes, none voted no. Motion carried.
<br />
<br />Clarence Gosda, spoke in regard to flood water problems on East Stolley Park
<br />Road. Also present were Orv Qualsett, Milt Moravek, Central Platte NRD;
<br />Dan Hostler, Hall County Public Works Director; Greg Mehring and also Jim
<br />Ericksen, Soil Conservation Office. Gosda stated they have only one
<br />proposal and that is to make straight shallow canal from culvert to run to
<br />the Wood River channel, stated is located one mile from Merrick-Hall County
<br />line. Jim Ericksen presented a map of the location to each board member.
<br />Greg Mehring requested the county to clean out county side of the ditch.
<br />No action was taken today.
<br />
<br />Brad Fegley, and Andrew Simmons, McDermott & Miller were present. Fegley
<br />reviewed the financial report as of October 31, 1993 and the Special Procedure
<br />audit for the Clerk of District Court Office.
<br />Motion by Stelk, seconded by Abernethy to approve and accept
<br />audit for Clerk of District Court office as of October 31, 1993.
<br />Frauen, Hartman, Landis, Leslie, Quandt and Stelk voted yes, none
<br />Motion carried.

<br />Brad Fegley expressed appreciation to the County Board audit committee and
<br />also employees of the Clerk of District Court office for their assistance
<br />during the audit.

<br />Discussion on the AIda Lounge Inc, liquor license and manager applications.
<br />Thomas Molczyk and Linda Shotkoski were present. Chairman Quandt read the
<br />letter received from Sheriff Arnett, recommending no new liquor license be
<br />approved until District Court case has been decided.
<br />Deputy Attorney Jerom Janulewicz was present and requested board members
<br />delay decision until he could research statute. Chairman Quandt granted
<br />request and stated decision would be make at 11:30 a.m.
<br />
<br />Gary Kelsch was present and spoke in regard to his request from last week
<br />and wanted to provide some additional information. Objection was raised
<br />by Grand Island Independent reporter since Mr Kelsch was not on the agenda
<br />for today's meeting.

<br />Motion by Abernethy, seconded by Frauen to accept and place on file the
<br />County Treasurer's miscellaneous receipts as presented. Abernethy, Frauen,
<br />Hartman, Landis, Leslie, Quandt and Stelk voted yes, none voted no. Motion
<br />carried.
