<br />HALL COUNTY BOARD OF SUPERVISORS MEETING, AUGUST 3, 1993
<br />
<br />The Hall County Board of Supervisors met at 9:00 a.m. from adjourned session
<br />and by published call with Chairman Gary Quandt presiding.
<br />

<br />Present on roll call were Irene Abernethy, Richard Hartman, Margaret Landis,
<br />Robert Leslie, Gary Quandt and Tammie Stelk. Absent was Richard Frauen.
<br />
<br />Invocation was given by Abernethy.
<br />
<br />Pledge of Allegiance was given.
<br />
<br />Minutes of July 27th meeting were accepted as received on motion by Landis,
<br />seconded by Stelk. Abernethy, Hartman, Landis, Leslie, Quandt and Stelk
<br />voted yes, none voted no, with Frauen absent. Motion carried.
<br />
<br />Deputy County Attorney Jero~ Janulewicz was present. He spoke in regard to
<br />the Norwest Bank request for Surety bonds in place of pledge collateral for
<br />county funds on deposit by County Treasurer.
<br />Two r~presentatives from Norwest Bank were present. Claudia Fredricks spoke
<br />and answered questions from the Board Members. Stated the bonding company has
<br />a double A rating. Laura Schulte, Norwest Bank, Grand Island was present.
<br />Motion by Hartman to leave deposits as they are now. Motion died for
<br />lack of second.
<br />Motion by Landis, seconded by Abernethy to delay decision for a week and
<br />have County Treasurer Doris Mason, get opinion in writing from State Auditor.
<br />Abernethy, Hartman, Landis, Leslie, Quandt and Stelk voted yes, none voted no,
<br />with Frauen absent. Motion carried.
<br />
<br />Gerard Piccolo, Public Defender was present and spoke in regard to the Inter-
<br />local Cooperative Agreement with Madison County to exchange certain indigent
<br />Court appointment cases, and he recommended approving the agreement with the
<br />understanding is trial-basisl for 6 months.
<br />Supervisors LandisoabcrStelk reported on their visit with District and
<br />County Judges in Hall County.
<br />Motion by Landis, seconded by Stelk to approve the Agreement with Madison
<br />County as presented and authorize chairman to sign. Abernethy, Hartman,
<br />Landis, Leslie, Quandt and Stelk voted yes, none voted no, with Frauen absent.
<br />Motion carried.

<br />Deputy Attorney Janulewicz spoke in regard to the Keno Administrator duties
<br />and recommendations for setting up the funds. He requested purchase of laptop
<br />computer for use with the keno funds. He had obtained a proposal from Eakes
<br />Office,-Grand Island of $2449.00 for computer and $1595.00 for printer &
<br />software.-Dis91,lSsion followed as to getting proposals from other firms.
<br />Motion by Landis, seconded by Abernethy to authorize Janulewicz to
<br />purchase computer equipment needs and pay for from the Keno 1% proceeds.
<br />Abernethy, Hartman, Landis, Leslie, Quandt and Stelk voted yes, none voted no,
<br />with Frauen absent. Motion carried.
<br />
<br />Deputy Attorney Janulewicz spoke in regard to claim from City of Grand Island
<br />for $34,340.75 ambulance service balance.
<br />Motion by Abernethy, seconded by Leslie to approve payment of claim to
<br />City of Grand Island for ambulance service for $34,340.75 Abernethy,
<br />HarLman, Landis, Leslie, Quandt and Stelk voted yes, none voted no, with Frauen
<br />absent. Motion carried.
<br />
<br />Dennis Lane, who lives Farmstead Road, Grand Island spoke in regard to his
<br />property being under water from rains since July 6th. Asked for Board's
<br />assistance is solving the problem. Public Works Director Dan Hostler was
<br />present and will look at the situation.
<br />
<br />Discussion on the discontinuance of Hall County Superintendent School Office
<br />art. the end of term of office January 1995. Committee reported on the recent
<br />meeting and the need to discontinue the office before proceeding to work out
<br />a contract.
<br />Motion by Landis, seconded by Leslie to discontinue Hall County Superin-
<br />tendent o~ Schools Office upon the expiration of current term of office,
<br />January 1995. Abernethy, Hartman, Landis, Leslie, Quandt and Stelk voted
<br />yes, none voted no, with Frauen absent. Motion carried.
<br />
<br />Letter was read from County Treasurer on 41 tax sale certificates showing five
<br />gelinquent years or more and requested order and resolution to turn over the
<br />tax sale certificates to Hall County Attorney for foreclosure.
<br />Motion by Abernethy, seconded by Stelk to adopt Resolution #1503
<br />presented for 41 tax sale certificates. Abernethy, Hartman, Landis,
<br />Quandt and Stelk voted yes, none voted no, with Frauen absent. Motion
