<br />HALL COUNTY BOARD OF SUPERVISORS MEETING, JUNE 22, 1993

<br />The Hall County Board of Supervisors met at 9:00 a.m. from adjourned session
<br />and by published call with Chairman Gary Quandt presiding.
<br />
<br />Present on roll call were Irene Abernethy, Richard Frauen, Richard Hartman,
<br />Margaret Landis, Robert Leslie, Gary Quandt and Tammie Stelk. None were absent.
<br />
<br />Invocation was given by Abernethy.
<br />
<br />Pledge of Allegiance was given.
<br />
<br />Minutes of June 15th meeting were approved as received, on JQotion by Abernethy,
<br />seconded by Leslie. Abernethy, Frauen, Hartman, Landis, Les~re;Quandt and
<br />Stelk voted yes, none voted no. Motion carrried.
<br />
<br />Deputy County Attorney Jeroml Janulewicz was present. He presented agreement
<br />for consideration for Fonner Keno Security Deposit of $50,000.00 or $100,000.
<br />to be made by Hall County Livestock Improvement Association.
<br />Motion by Hartman, seconded by Frauen that the secruity deposit stay
<br />in Fonner Keno name and not get involved with Fonner Park. Frauen, Hartman,
<br />Landis, Leslie, Quandt and Stelk voted yes, none voted no, with Abernethy
<br />abstaining. Motion carried.
<br />
<br />Discussion of replacement of park land being lost by the Flood Control pro-
<br />ject. Janulewicz explained the project and area of county park to be taken
<br />in flood control project. He recommended having a representative from the
<br />State Game and Parks commission explain the options and discuss parks.
<br />Board members requested waiting until after budget work is completed.
<br />
<br />Attorney Janulewicz requesting discussion on hiring McDermott & Miller for
<br />consulation with Keno Administrator. Janulewicz is willing to serve as
<br />Keno Administrator on interim basis, wants to be able to consult and set up
<br />bookkeeping system to be ready when keno funds start to come in.
<br />Motion by Landis, seconded by Stelk to hire McDermott & Miller to be
<br />consultant to assist Janulewicz in setting up Keno bookkeeping system.
<br />Abernethy, Frauen, Hartman, Landis, Leslie, Quandt and Stelk voted yes, none
<br />voted no. Motion carried.
<br />
<br />Set 11:30 a.m. Thursday June 24th for Jerry to meet with board members in
<br />budget worksession to set up Keno budget.
<br />
<br />Discussion on load limits and nearby road conditions. Dan Hostler, Public
<br />Works Director, Tom Adkins JIL Asphalt; Ron Vlach, Vlach Trucking and
<br />several area residents were present. Ken Obermiller, 3802 S. North Road
<br />Grand Island spoke in regard to road by his residence also the road near
<br />Christian School. State load limits need to be enforced. Comments were
<br />load limits year round instead of just when trucks are hauling, haulers
<br />should be notified ahead of time when load limits are going to be posted,
<br />County roads are not built for heavy truck traffic, roads need to be built
<br />for commercial traffic.
<br />Board Members felt need to have Public Works Committee meeting with
<br />City Public Works Department, with haulers and Mayor of Grand Island present.

<br />Superv~sor Hartman was excused from meeting at 10:45 A.M. to attend a funeral~
<br />Supe~v~so~ Stelk was excused from meeting for a meeting with Driver's Testing
<br />exam~ner.
<br />
<br />Contract between Hall County and Crisis Center Inc Grand Island for funding
<br />for ~993-l994 budget Y7ar was presented for consideration. Following dis-
<br />cuss~on was tabled unt~l after budget worksession are completed and budget
<br />discussions.
<br />
<br />Renewal of annual amusement licence for Grand Island Saddle Club was pre-
<br />sented for consideration
<br />Motion by Frauen, seconded by Landis to approve the renewal of Amuse-
<br />ment,License,for Grand Island Saddle Club for 1 year. Abernethy, Frauen,
<br />Landls, Lesl~e, and Quandt voted yes, none voted no, with Hartman and Stelk
<br />absent. Motion carried.
<br />
<br />Manager application from State of Nebraska Liquor Control
<br />presented for Dick Dowd as manager of Grand Island Saddle
<br />with liquor license.
<br />Motion by Frauen, seconded by Landis
<br />Commission approval with no objection for
<br />Saddle Club. Abernethy, Frauen, Landis,
<br />voted no, with Hartman and Stelk absent.
