<br />Motion made by Quandt, seconded by Frauen to grant the conditional use
<br />permit to Aurora Coop. Abernethy, FRauen, Hartman, Landis, Leslie,
<br />Quandt and Stelk voted yes, none voted no.

<br />Motion made by Landis, seconded by Quandt to establish the policy
<br />for board members to not use the copy machines period. After dis-
<br />cussion, Landis withdrew the motion and Quandt withdrew his second.

<br />Motion made by STelk, seconded by Landis to not have Quandt pay for the
<br />copies he made which he handed out to the people in his district to
<br />notify them of the public hearing last week. Abernethy, Frauen, Hartman,
<br />Landis, Leslie and Stelk voted yes, Quandt abstained. Motion carried.

<br />Chairman read a letter as notice that Mid Plains Center for Professional
<br />Services would like to rescind their letter dated August 31, 1994 re-
<br />garding the vacating of Children's Village and ask that the Board re-
<br />instate the original contract with resp~ct to the Children's Village
<br />Building.
<br />
<br />Quandt made motion, seconded by Frauen to grant the re-instatement of
<br />the contract and give the Children's Building back to Mid Plains. Frauen,
<br />Hartman, Landis, Leslie, Quandt and Stelk voted yes, Abernethy voted no.
<br />Motion carried.
<br />
<br />Frauen made motion, seconded by Leslie to enter Board of Corrections
<br />meeting. Abernethy, Frauen, Hartman, Landis, Leslie, Quandt and Stelk
<br />voted yes, none voted no.

<br />Quandt .read a letter to Ag Processing Inc. inviting them to Hall County
<br />with the Ethanol plant. Motion made Quandt, seconded by Stelk to send
<br />the letter. Abernethy, Hartman, Landis, Quandt and Stelk voted yes,
<br />Frauen voted no, Leslie abstained. Motion carried.
<br />
<br />Wayne French with the Veterans Service Committee appeared to request
<br />that the Deputy in the, Veterans Service Office be paid 75% of the officier's
<br />salary. No action taken.
<br />
<br />Rick Stepanek and Ed Edwards reported on the bathroom in the Health Bldg.
<br />which needed to be made ADA approved. As previously planned, the bathroom
<br />would remove needed space for storing of drugs in the Health Dept. Rick
<br />also reported that he had received only one bid on the Social Services
<br />Building bathroom. It was agreed by the Board members to have Marv
<br />Webb draw up specs for the bathrooms for ADA requirements.

<br />11:30 A.M. - Frauen left meeting.

<br />Howard Maxon, Communications - Civil Defense, gave an year to date report
<br />on civil preparedness and requests and activities of his department.
<br />The Board asked snow emergency plans and lights at School District 3.
<br />
<br />Susan Nadolski and Stacy Goodnight with Family Violence gave a quarterly
<br />report and daily activites concerning the Family Violence office.

<br />11:58 A.M. - recessed until 1:30 P.M.

<br />Motion made by Quandt, seconded by STelk to approve sending 3 people to
<br />st Louis, November 30, December 1 & 2 to an Army Ammunition Plant
<br />Conference. Chairman was out of the room; therefore Vice Chairman Stelk
<br />called for the vote. Aberntehy, Landis, Leslie, Quandt and Stelk voted
<br />yes, Frauen was absent, Hartman was out of the room. Motion carried.

<br />2:30 - Stelk left meeting.

<br />Landis made motion, seconded by Quandt to pay all claims except salary
<br />for Joel Dalton in the amount of 1110.00, since this amount is for a
<br />special project which has not been completed yet. Abernethy, Hartman,
<br />Landis, Leslie and Quandt voted yes, Frauen and Stelk absent. Motion
<br />carried.
