<br />9f"~ j?7 <br /> <br />.j't <br /> <br />HALL COUNTY BOARD OF SUPERVISORS MEETING, JULY 12, 1994 <br /> <br />.. <br />,! <br /> <br />The Hall County Board of Supervisors met at 9:00 a.m. from adjourned session <br />and by published call with Chairman Richard Hartman presiding. <br /> <br />Present on roll call were Irene Abernethy, Richard Frauen, Richard Hartman, <br />Margaret Landis, Robert Leslie, Gary Quandt and Tammie Stelk. None were absent. <br /> <br />Invocation was given by Rev. Schutte, Grace Lutheran Church. <br /> <br />Pledge of Allegiance was given. <br /> <br />Minutes of July 5th meeting were accepted as received, on motion by Quandt <br />seconded by Stelk. Abernethy, Frauen, Hartman, Landis, Leslie, Quandt and <br />Stelk voted yes, none voted no. Motion carried. <br /> <br />Deputy County Attorney Jerom Janulewicz and Deputy Attorney Mark Young were <br />present. <br /> <br />Attorney Mark Young and Sheriff Emmett Arnett gave update on the FOP contract <br />with Sheriff Department employees. Contract has been signed, effective July <br />1, 1994. <br /> <br />Motion by Frauen, seconded by Leslie to recess for Executive Session to <br />discussed CWA negotiations with Attorney Janulewicz. Abernethy, Frauen, <br />Hartman, Landis, Leslie, Quandt and Stelkvoted yes, none voted no. Motion <br />carried. <br /> <br />Executive Session 9:12 a.m., returned to regular session at. 9_~5_~_a._m.' on <br />motion by Abernethy, seconded by Frauen. Abernethy, Frauen, Hartman, Landis, <br />Leslie, Quandt and Stelk voted yes, none voted no. Motion carried. <br /> <br />Attorney Janulewicz visited with board members about the tax foreclosure sale <br />at 10:00 a.m. today. Asked if wished to place bid on property of Lot 4, Block <br />1, Gilbert's Addn Grand Island (1019 W 13th) in amount of tax lien $5617.79. <br />Motion by Quandt to place bid of $5000.00 on 1019 W 13th at the tax <br />foreclosure sale. Motion died for lack of second. <br />Motion by Landis, seconded by Stelk to place $3000.00 bid on 1019 W <br />13th at tax foreclosure sale. Hartman, Leslie, Landis and Stelk voted yes, <br />Quandt, Frauen and Abernethy voted no. Motion carried on 4 yes, 3 no vote. <br /> <br />Chairman called short recess while Janulewicz went to place bid at the tax <br />foreclosure sale. <br />Returned to regular session. <br /> <br />Janulewicz gave each board member a copy of Keno fiscal year summary report. <br /> <br />Janulewicz spoke in regard to the drainage contract on the Wood River, auth- <br />orized Janulewicz to contact NRD on the proposed language in the contract. <br /> <br />Janulewicz discussed the Mid Plains Center, Children's Village contract. <br />Contract calls for $90,000.00 funding for this year. <br />Motion by Stelk, seconded by Landis to send .lett~r in regard to Child- <br />ren's Village that County is looking on an a~~~al~p_~ of reduction of <br />funding, dependil).g on county funds. Abernethy', Frauen, Hartman, Landis, <br />Leslie, Quandt and Stelk voted yes, none-voted-no. Motion carried. <br /> <br />Janulewicz reported on the E.O.C. claim settlement, and gave each board <br />member a copy of his recommendations in the case of Brenda Esquitin and <br />recommended the $11,000.00 settlement. <br />Motion by Abernethy, seconded by Leslie to accept the settlement of <br />E.O.C. claim and authorized chairman to sign settlement agreement and <br />$11,000.00 be paid from the civil litigation line in the new budget. <br />Abernethy, Frauen, Hartman, Landis, Leslie, Quandt and Stelk voted yes, <br />none voted no. Motion carried. <br /> <br />Susie Vollmer, Director of Big Brothers/Big Sister Program visited with <br />board members about the program and requested authorization to attach <br />surveys to county employees payroll checks to recruit more awareness and <br />citizenHinvolvement in thep~o9rams. <br />Motion by Abernethy, - seconded py Stelk to authorize Big Brothers/Big <br />Sisters to have promotion-slIps attached to county employees paychecks. <br />Abernethy, Frauen, Hartman, Landis, Quandt and Stelk voted yes, Leslie <br />voted no. Motion carried. <br /> <br />Max Boersen, Hall County Building Inspector requested the reappointment of <br />board members George Wanitschke and Alfred Gene RasmusseIland alternate Jack <br />0' Hara to another three year term on the Hall CountY_RQa~d.-of Adjustment <br />: THe: present terms expired May 1, 1994. <br />
