HALL COUNTY BOARD OF SUPERVISORS MEETING, JULY 5, 1994 <br />"'~ <br />The Hall County Board of Supervisors met at 9:00 a.m. from adjourned session <br />and by published call with.Chairman Richard Hartman presiding. <br /> <br />4!: <br />.. <br /> <br />Present on roll call were Irene Abernethy, Richard Frauen, Richard Hartman, <br />Margaret Landis, Gary Quandt and Tammie Stelk. Absent was Robert Leslie. <br /> <br />Invocation was given by Rev Reehl, Trinity Lutheran Church. <br /> <br />Pledge of Allegiance was given. <br /> <br />Minutes of June 28th meeting were accepted as received, on motion by Frauen, <br />seconded by Stelk. Abernethy, Frauen, Hartman, Landis, Quandt and Stelk <br />voted yes, none voted no, with Leslie absent. Motion carried. <br /> <br />Deputy County Attorney Jerom Janulewicz was present. He presented the <br />agreement to participate in multijurisdictionalapplication and award of <br />COmmunity Development Block Grant Disaster Funds with addendum for County <br />Board's approval. <br />Motion by Landis, seconded by Stelk to authorize chairman to sign the <br />agreement as amended by Deputy County Attorney. Abernethy, Frauen, Hartman, <br />Landis, Quandt and Stelk voted yes, none voted no, with Leslie absent. <br />Motion carried. <br /> <br />Attorney Janulewicz discussed the tax forclosure lien for Lot 4 Block 1 <br />Gilbert's Addition to Grand Island and asked if County Board wishes to submit <br />bid on the property for taxes due. Is a 52 x 132 ft lot located at 1019 W. <br />13th Street. <br />Following discussion decided to have members look at the location and <br />place on next week's agenda. Sale will be held July 12, 1994, at 10:00 a.m. <br /> <br />JaIiulewicz reported on property county offered in exchange for Old City Hall <br />building. The county property has restriction. Is on agenda for City Council <br />meeting for July 11th. <br /> <br />Motion by Quandt, seconded by Frauen to recess for Executive Session in <br />'regard to Correction Director and Department personnel. Abernethy, Frauen, <br />Hartman, Landis, Quandt and Stelk voted yes, none voted no, with Leslie <br />absent. Motion carried. <br /> <br />Executive Session at 9:15 a.m. with Correction Director Joel Dalton and <br />Assistant Dave Arnold present. Returned to regular session at 9:43 a.m. <br />on motion by Frauen, seconded by Quandt. Abernethy, Frauen, Hartman, Landis, <br />Quandt and Stelk voted yes, none voted no, with Leslie absent. Motion carried. <br /> <br />Ten people were present in the audience during the discussion with Ron <br />Bishop, Central Platte N.R.D. on the property located south of AIda for <br />use as park land. Bishop stated NRD would put up 1/2 of the money if the <br />County should decided to buy the property and if it qualifies for park <br />replacement ground. Recommended meeting with John Hitt, Nebraska Game & <br />Parks Commission to see what the possiblity of use of land is. <br />Motion by Stelk, seconded by Abernethy to have the County Board Park <br />Committee meet with Game & Parks Representative and have committee report <br />findings to the County Board and also include Supervisor Leslie in the <br />meeting with the Park Committee, since he has expressed so much interest in <br />the property in discussion. Abernethy, Hartman, Landis, Quandt and Stelk <br />voted yes, Frauen voted no, with Leslie absent. Motion carried on 5 yes, <br />1 no and 1 absent vote. <br /> <br />Discussion on the:" acquisition of conservation easement for South Locust <br />interchange prope'ct. Ten people and three news media representatives were <br />present during the discussion. <br />Motion by Frauen, seconded by Quandt for county not to acquire easement <br />by process of eminent domain for the South Locust interchange project. <br />More discussion followed and Denny Busick asked to speak before the board. <br />Chairman permitted Busick to speak. He spoke on the update of the meetings <br />for the interchange project and gave alternatives available and being discussed. <br /> <br />Question was called for vote on the motion on the floor. Frauen, Landis, . <br />'Quandt and Stelk voted yes, Abernethy voted no and Hartman abstained, with <br />-. . Leslie absent. Motion carried on 4 yes, 1 no, 1 abstained ann 1 absent. vote. <br />. Abernethy voted no, because she felt should have been postponed for a week. <br /> <br />Public Works Director Dan Hostler spoke in regard to correction needed to be <br />made on speed limits placed on Gunbarrel Road, board took action on June <br />21, 1994 meeting. Speed limit is for Gunbarrel Road from Bismark Road to <br />Baker Street not on Bismark Road. <br />Motion by Landis, seconded by Quandt to approve the amendment to the <br />speed limit on Gunbarrel Road and not Bismark Road. Abernethy, Frauen, <br />Hartman, Landis, Quandt and Stelk voted yes, none voted no, with Leslie <br />absent. Motion carried. <br />
