<br />HALL COUNTY BOARD OF SUPERVISORS MEETING, APRIL 26, 1994

<br />The Hall County Board of Supervisors met at 9:00 a.m. from adjourned session
<br />and by published call with Chairman Richard Hartman presiding.
<br />
<br />Present on roll call were Irene Abernethy, Richard Frauen, Richard Hartman,
<br />Margaret Landis, Robert Leslie, Gary Quandt and Tammie Stelk. None were absent.
<br />
<br />Invocation was given by Captain Kevin VanZee, Salvation Army.
<br />
<br />Pledge of Allegiance was given.
<br />
<br />Minutes of April 19th meeting were accepted as received on motton by Quandt,
<br />seconded by Frauen. Abernethy, Frauen, Hartman, Landis, Leslie, Quandt and
<br />Stelk voted yes, none voted no. Motion carried.
<br />
<br />Deputy County Attorney Jerom Janulewicz was present. He spoke in regard to
<br />the appl~cation for Housing Shelter Grant for Crisis Center.
<br />Motion by Quandt, seconded by Abernethy to approve and authorize chair-
<br />man to sign the Environmental Status Checklist. Abernethy; Frauen, Hartman,
<br />Landis, Leslie, Quandt and Stelk voted yes, none voted no. Motion carried.
<br />
<br />Discussed Resolution #1560 adopted last week in regard to the ten day notice
<br />before selling materials at road department.
<br />Motion by Frauen, seconded by Leslie to amend Resolution #1560 to delete
<br />the 10 day notice. Abernethy, Frauen, Hartman, Landis, and Leslie voted yes,
<br />Quandt and Stelk voted no. Motion carried on 5 yes, 2 no vote.
<br />
<br />Motion by Frauen, seconded by Quandt to recess for Executive Session with
<br />Deputy Attorney Mark Young in regard to EPC and Mary Lanning Hospital.
<br />Abernethy, Frauen, Hartman, Landis, Leslie, Quandt and Stelk voted yes, none
<br />voted no. Motion carried. .
<br />
<br />Executive Session at 9:15 a.m. to discuss EPC program and returned to regular
<br />session at 9:28 ~~m. on motion by Frauen, seconded by Quandt. Abernethy,
<br />Frauen, Hartman, Landis, Leslie, Quandt and Stelk voted yes, none voted no.
<br />Motion carried.
<br />
<br />Motion by Landis, seconded by Frauen to table the information for law suit
<br />with DPI for time being. Abernethy, Frauen, Hartman, Landis, Leslie, Quandt
<br />and Stelk voted~es, none voted no. Motion carried.
<br />
<br />Ellen Merrill,' County Board Assistant reported had received only one applica-
<br />tion for Regional Planning Commission member. Application was read from
<br />Mark Haskin !3:,. Doniphan, Nebraska.
<br />Motion by Quandt, seconded by Abernethy to appoint Mark Haskins~. Doniphan
<br />to the Regional Planning Commission as a County member to fill the vacancy
<br />due to resignation of Gerald Jones. Abernethy, Frauen, Hartman, Landis,
<br />Leslie, Quandt and Stelk voted yes, none voted no. Motion carried.
<br />
<br />Modification of License Agreement with Family Violence Coalition was presented
<br />Motion by Landis, seconded by Stelk to accept the modification of license
<br />agreement as presented and authorized chairman to sign. Apernethy, Frauen,
<br />Hartman, Landis, Leslie, Quandt and Stelk voted yes, none voted no. Motion
<br />carried.

<br />Motion by Frauen, seconded by Abernethy to adopt Resolution #1561 as presented
<br />Abernethy, Frauen, Hartman, Landis, Leslie, Quandt and Stelk voted yes, none
<br />voted no. Motion carried.
