<br />~fr -o~: COUNTY BOARD OF SUPERVISORS MEETIN~' FEBRUARY I, 1994 <br /> <br />The Hall County Board of Supervisors met at 9:pO a.m. from adjourned session <br />~ and by published call with Chairman Richard Hattman presiding. <br /> <br />Present on roll call were Irene Abernethy, Ric ard Frauen, Richard Hartman, <br />Margaret Landis, Robert'Leslie, Gary Quandt an Tammie Stelk. None were <br />absent. <br /> <br />Invocation was given by Leslie. <br /> <br />Pledge of Allegiance was given. ~ <br /> <br />Minutes of January 25th meeting were accepted s received, on motion by <br />Quandt, seconded by Frauen. Abernethy, Fraue , Hartman, Landis, Leslie, <br />Quandt and Stelk voted yes, none voted no. Mo ion carried. <br /> <br />Deputy County Attorney Jerom Janulewicz was prLsent. <br />Janulewicz spoke in regard to request fromiFonner Keno for policy on <br />alterations to Keno Operation Schedule and req~lest from Westside Lanes to <br />close its keno satellite operations at midnigh~ on April 16th and April 30th <br />1994. He presented written letter of recommepdations to County Board <br />members. I <br />Motion by Frauen, seconded by Landis to gr~nt permission for Westside <br />Lanes request and authorize Janulewicz to workl on his recommendations and <br />to approve future policy changes as recomendedl. Abernethy, Frauen, Hartman, <br />Landis, Leslie, Quandt and Stelk voted yes, note voted no. Motion carried. <br /> <br />Motion by Frauen, seconded by Stelk to recess ~or Executive Session to <br />discuss litigations for M&W Storage vs Board pf Equalization court cases. <br />Abernethy, Frauen, Hartman, Landis, Leslie, Qu~rtdt and Stelk voted yes, none <br />voted no. Motion carried. i . <br /> <br />Executive Session at 9:12 a.m. and returned tol regular sessi~n at 9:21 a.m. <br />on motion by Frauen, seconded by Stelk. Abernbthy, Frauen, Hartman, Landis, <br />Leslie, Quandt and Stelk voted ye~, none votedl no. Motion carried. <br /> <br />Attorney Janulewicz recommended the Board take I no action today on M&W Storage <br />court cases and will return at later date withl results. <br />I <br />Janulewicz had presented ~opy of revised agreebent for Intergrated Solid <br />Waste Management Plan to each Board Member . . Diiscussion followed and board <br />members requested Janulewicz to visit with Ed ~dwards, GI-Hall Co'Dept of <br />Health before any action is taken. I <br /> <br />Jeff Hayman, spoke in regard to personal prope~ty taxes of Corner Pocket. <br />Property was sold in August 1990. New owner h~s paid personal property <br />taxes and now Corner Pocket is being billed fo~ 1990 taxes, interest and <br />penalty. Board members requested he visit wi~h County Treasurer and then <br />return to board meeting. <br /> <br />Resolution #1542 was presented for support of estern Nebraska Juvenile <br />Services. Following discussion, Motion by La dis, seconded by Quandt <br />to reject Resolution #1542 and send our letter to support a regional <br />juvenile center be..:located in central area of tate. Frauen, Hartman, <br />Landis, Leslie, Quandt and Stelk voted yes, Ab~rnethy voted no. Motion <br />carried. I <br /> <br />RESOLUTION l' /.7~ . ,:., ,.. <br /> <br /> <br />WHEREAS, Nebraska proposed Statute LB ~88 indudes provi~ion for <br />community based juvenile detention, counseling a1: treatment, and the <br />availability of state matching funds to support thes facilities,' ",: ,~., ,', <br /> <br />And WHEREAS, the Western Nebraska Juv . nile Services facility <br /><,currently offers all the services provided for in LB 9~8 with funding being <br />provided by Scotts Bluff County and various state grants, <br />I <br />And WHEREAS, the present Western Nebra~ka Juvenile Services is <br />actively pursuing the various methods of evolving i~to a true regional facility for <br />western Nebra~ka with a broader funding base, I <br />! <br />BE IT THEREFORE RESOLVED that this co~nty fully supports the <br />incorporation of the Western Nebraska Juvenile Se~ices as a regional pilot <br />, project under LB 988 supported, in part, with forty p~rcent state matching funds. <br />.
