<br />HALL COUNTY BOARD OF SUPERVISORS MEETING, JANUARY 25, 1994

<br />The Hall County Board of Supervisors met at 9:00 a.m. from adjourned session
<br />and by published call with Chairman Richard Hartman presiding.

<br />Present on roll call were Irene Abernethy, Richard Frauen, Richard Hartman,
<br />Margaret Landis, Robert Leslie, Gary Quandt and Tammie Stelk. None were absent.
<br />
<br />Invocation was given by Rev Roger Ripley, Grace Baptist Church, Grand Island.
<br />
<br />Pledge of Allegiance was given.
<br />
<br />Minutes of January 18th meeting
<br />seconded by Stelk. Abernethy,
<br />Stelk voted yes, none voted no.
<br />
<br />were accepted as received on motion by Quandt,
<br />Frauen, Hartman, Landis, Leslie, Quandt and
<br />Motion carried.
<br />
<br />Deputy County Attorney Jerom Janulewicz requested Executive Session to discuss
<br />litigations on 2 District .Court cases M&W Storage Inc, vs Hall County Board
<br />of Equalization for 1992 and 1993 protests.
<br />Motion by Frauen, seconded by Leslie to recess for Executive Session
<br />to discuss litigation with Deputy Attorney. Abernethy, Frauen, Hartman,
<br />Landis, Leslie, Quandt and Stelk voted yes, none voted no. Motion carried.

<br />Executive Session at 9:04 a.m. and returned to regular session at 9:23 a.m.
<br />on motion by Quandt, seconded by Leslie. Abernethy, Frauen, Hartman, Landis,
<br />Leslie, Quandt and Stelk voted yes, none voted no. Motion carried.
<br />
<br />Attorney Janulewicz requested the proposal on the Solid Waste Management plan
<br />be delayed one week. He has some questions in regard to the proposal and
<br />wishes to visit with Scott Sailors before board takes action.
<br />Chairman Hartman stated the Solid Waste Management proposal be delayed
<br />until next week's meeting.
<br />
<br />Hall County Sheriff Emmett Arnett and Chief Deputy Jan Steeple were present
<br />in regard to request to purchase 6 new patrol cars. At budget time had
<br />requested $52,000.00 to purchase 4 new patrol cars, but now recommends the
<br />purchase of 6 vehicles instead of the 4. He recommends purchasing the Ford
<br />Crown Victoria instead of Ford Tauris from State bids.
<br />Motion by Abernethy, seconded by Frauen to authorize Sheriff to purchase
<br />5 new patrol cars out of the 1993-1994 equipment acquistion budget car line
<br />balance of $68,603.00 Abernethy, Frauen, Leslie, Quandt and Stelk voted
<br />yes, Hartman and Landis voted no. Motion carried.
<br />
<br />Chairman called short recess to have cake and coffee for Jim Titsworth, Grand ~~
<br />Island Independent reporter as this is his last coverage for County Board
<br />meetings.
<br />
<br />Returned to regular session. Public Works Director Dan Hostler presented the
<br />1993-1994 2nd quarter report for County Highway Department end~ng December
<br />31, 1993. He reviewed the report and answered questions from board members.
<br />Motion by Frauen, seconded by Stelk to accept and place on file the
<br />second quarter report. Abernethy, Frauen, Hartman, Landis, Leslie, Quandt
<br />and Stelk voted yes, none voted no. Motion carried.
<br />
<br />Hostler reported on the workshop he attended in Texas last week. Federal
<br />paid his expenses and was part of ISTEA project.
<br />
<br />Hostler reported Werner Construction has received the bid for the 1-80 south
<br />thru Dbniphan overlay and widening project for $795,233.72. Hostler
<br />requested a Public Works Committee meeting today to discuss the one and six
<br />year Hall County Road program so it could be presented at next Regional
<br />Planning Commission meeting.
<br />
<br />Louie Lorenzen spoke briefly in regard to the water problems blamed on the
<br />Wood River.
<br />
<br />Two claims held from last week's meeting for clarification were presented
<br />for payment. Claims were explained.
<br />Motion by Abernethy, seconded by Frauen to approve payment of the
<br />two claims as clarified. Abernethy, Frauen, Hartman, Landis, Leslie,
<br />Quandt and Stelk voted yes, none voted no. Motion carried.

<br />Nancy Schmerdtmann, mileage & expenses $125.16
<br />
<br />Motion by Frauen, seconded by Leslie to adopt Resolution #1541 with Overland
<br />National Bank for exchange of certain collateral. Abernethy, Frauen,
<br />Hartman, Landis, Leslie, Quandt and Stelk voted yes, none voted no. Motion
<br />carried.
