<br />t <br /> <br />95 r - .35~ <br /> <br />~ <br /> <br />HALL COUNTY BOARD OF SUPERVISORS MEETING DECEMBER 12, 1995 <br /> <br />The Hall County Board of Supervisors met at 9.:00 A.M. from adjourned <br />session and by published call in the County Board Meeting Room, - <br />Administration Building, 121 South Pine, Grand Island. <br /> <br />The meeting was called to order by Chairman Irene Abernethy. <br /> <br />Invocation was given by Rev. Roger Ridley of the Grace Baptist Church. <br /> <br />Present on roll call were Irene Abernethy, Richard Hartman, Margaret <br />Landis, Robert Leslie, Gary Quandt, Judy Rosenkotter and Tammie Stelk. <br /> <br />Present in the audience were Charles Kaufman, Penny Evans, Daniel <br />Hostler, Theresa Kuzelka, Eddie Schmidt~ 3 female, lmale and 2 news <br />media representatives from KRGI and Grand Island Independent. <br /> <br />Minutes of the December 5th meeting were corrected and approved as <br />received. <br /> <br />Deputy County Attorney Jerry Janulewicz presented information to the <br />board members on the backflow prevention devices. According to <br />Nebraska State Statute 16-681 the rules and regulations on utility <br />systems can be established. According to the safe drinking water <br />regulations the backflow devices can be installed. The County does <br />havea-full-yearto comply. Rick Stepanek stated that the watermeter <br />for the jail needs to be moved and it would be cost effective to install <br />the backflow device at the same time. Discussion was held and the <br />board requested more research be done. <br /> <br />Jerry Janulewicz presented the report on the Keno receipts-and <br />answered questions. <br /> <br />Theresa Kuzelka with the Grand Island/Hall County Conventions and <br />Visitors Bureau presented the committee~ recommendation for the <br />appointment of Al Ruby and Mel Wichman to the board. Threeresumes <br />were received and reviewed. Rosenkotter made the motion and Stelk <br />secondedto accept the recommendation of the Convention and Visitors <br />Board to appoint Al Ruby and Mel Wichman. Discussion was held. <br />Abernethy, Leslie, Rosenkotter and Stelk voted yes, Hartman, Landis <br />and Quandt voted no. Motion carried. <br /> <br />Public Participat.ion - Edwin Schmidt, Wo()dRiver,spoke to the board <br />on the Lepi~ ~lQodway project and presented pictures of the work <br />1eMa:t:.-.hasbee~_Ci.oDlg. He stated that the residents of the area are <br />pleasedwitli the work and thanked the County Board, Daniel Hostler, <br />Darrel Johnson and Dick Hartman. <br /> <br />Robert Eckerson, attorney . with Carlos Monson,~xpressedtheir interest <br />in the juvenile and paternity cases. They fe~l their firm could be <br />helpful to the Hispanic population. <br /> <br />Chuck Kaufman,-Hall County Park J:)~re<::tor; and Penny Evans presented <br />proposals for the purchase of a computer for the park department. <br />Kaufman stated that he has additional funds in the equipment line <br />and would be able to cover the cost of the computer. Landis made a <br />motion and Stelk seconded to a~thorize Kaufman to purchase the computer <br />from Computer Heaven at the cost of $1,725.00. Abernethy, Hartman, <br />Landis, Leslie, Quandt, Rosenkotter and Stelk all voted yes and none <br />voted no. Motion carried. <br /> <br />Recessed at 9:45 and returned to session at 9:50. <br /> <br />The Amendment to Interlocal Cooperation Act Agreement Creating the <br />Grand Island Area Solid Waste Agency was presented. Landis made a <br />motion and Rosenkotter seconded to approve and sign the amendment, <br />approve and authorize the chair to sign the final plat for Bur Oak <br />Subdivison, accept and place on file the county office reports, the <br />County Treasurer's Miscellaneous~Receipts and accept and place on <br />file communications. Abernethy, Hartman, Landis, Leslie, Quandt, <br />Rosenkotter and Stelk all voted yes and none voted no. Motion carried. <br />
