t 95 r - .35~ ~ HALL COUNTY BOARD OF SUPERVISORS MEETING DECEMBER 12, 1995 The Hall County Board of Supervisors met at 9.:00 A.M. from adjourned session and by published call in the County Board Meeting Room, - Administration Building, 121 South Pine, Grand Island. The meeting was called to order by Chairman Irene Abernethy. Invocation was given by Rev. Roger Ridley of the Grace Baptist Church. Present on roll call were Irene Abernethy, Richard Hartman, Margaret Landis, Robert Leslie, Gary Quandt, Judy Rosenkotter and Tammie Stelk. Present in the audience were Charles Kaufman, Penny Evans, Daniel Hostler, Theresa Kuzelka, Eddie Schmidt~ 3 female, lmale and 2 news media representatives from KRGI and Grand Island Independent. Minutes of the December 5th meeting were corrected and approved as received. Deputy County Attorney Jerry Janulewicz presented information to the board members on the backflow prevention devices. According to Nebraska State Statute 16-681 the rules and regulations on utility systems can be established. According to the safe drinking water regulations the backflow devices can be installed. The County does havea-full-yearto comply. Rick Stepanek stated that the watermeter for the jail needs to be moved and it would be cost effective to install the backflow device at the same time. Discussion was held and the board requested more research be done. Jerry Janulewicz presented the report on the Keno receipts-and answered questions. Theresa Kuzelka with the Grand Island/Hall County Conventions and Visitors Bureau presented the committee~ recommendation for the appointment of Al Ruby and Mel Wichman to the board. Threeresumes were received and reviewed. Rosenkotter made the motion and Stelk secondedto accept the recommendation of the Convention and Visitors Board to appoint Al Ruby and Mel Wichman. Discussion was held. Abernethy, Leslie, Rosenkotter and Stelk voted yes, Hartman, Landis and Quandt voted no. Motion carried. Public Participat.ion - Edwin Schmidt, Wo()dRiver,spoke to the board on the Lepi~ ~lQodway project and presented pictures of the work 1eMa:t:.-.hasbee~_Ci.oDlg. He stated that the residents of the area are pleasedwitli the work and thanked the County Board, Daniel Hostler, Darrel Johnson and Dick Hartman. Robert Eckerson, attorney . with Carlos Monson,~xpressedtheir interest in the juvenile and paternity cases. They fe~l their firm could be helpful to the Hispanic population. Chuck Kaufman,-Hall County Park J:)~re<::tor; and Penny Evans presented proposals for the purchase of a computer for the park department. Kaufman stated that he has additional funds in the equipment line and would be able to cover the cost of the computer. Landis made a motion and Stelk seconded to a~thorize Kaufman to purchase the computer from Computer Heaven at the cost of $1,725.00. Abernethy, Hartman, Landis, Leslie, Quandt, Rosenkotter and Stelk all voted yes and none voted no. Motion carried. Recessed at 9:45 and returned to session at 9:50. The Amendment to Interlocal Cooperation Act Agreement Creating the Grand Island Area Solid Waste Agency was presented. Landis made a motion and Rosenkotter seconded to approve and sign the amendment, approve and authorize the chair to sign the final plat for Bur Oak Subdivison, accept and place on file the county office reports, the County Treasurer's Miscellaneous~Receipts and accept and place on file communications. Abernethy, Hartman, Landis, Leslie, Quandt, Rosenkotter and Stelk all voted yes and none voted no. Motion carried.
