<br />The Hall County Board of Supervisors met at 9:00 a.m. from adjourned session
<br />and by published call, in County Board Me~ting Room, Administration Building
<br />121 S. Pine, Grand Island
<br />
<br />Meeting was called to order by Irene Abernethy, Chairman.
<br />
<br />Invocation was given by Rev Roberto Rojas, Nebraska District Missouri Synod
<br />
<br />Pledge of Allegiance was given.
<br />
<br />Present on roll call were Irene Abernethy, Richard Hartman, Margaret Landis,
<br />Robert Leslie, Gary Quandt, Judy Rosenkotter and Tammie Stelk.
<br />
<br />Present in audience were Dan Hostler, Public Works Director, 2 females,
<br />2 males and two news media representatives from KRGI and Grand Island Indepen-
<br />dent.
<br />
<br />Minutes of November 28th meeting:sta~d approved as received. Minutes of
<br />Board of Corrections meeting were-corrected and,then]accepted.
<br />
<br />Deputy County AttorneY_J~r~y .~~nulewicz was present. He spoke in regard to
<br />the Corp of Engineers~_pipeJlIle! project. Also. present. were Char~ie Cuypers
<br />Grand Island City Attorney and Wayne Bennett C1ty Pub11c Works D1rector.
<br />Mr. Bennett spoke in regard to the army refusing to bear the cost of RDX
<br />testing in the area. He estimated approximately 3500 acres.
<br />Mr. Cuypers stated City wants to faciliate and help developers and owners
<br />in the area by helping with the on going expenses.
<br />Discussion followed.
<br />Mr. Cuypers requested the Co~nty Board to request County Attorney's Office to
<br />negotiate with th~ Army for Jmx'-~testing in the area and ask; the Army to pay
<br />for the testing.~ I --
<br />Attorney Janulewlcz stated the Army needs permit from the County to lay the
<br />pipe.
<br />Motion by Stelk, seconded by Landis to have County Attorney prepare an agree-
<br />ment or draft, to permit moving forward with project, and the City be involved
<br />with input. Discussion followed. Leslie questioned the need for Inter-
<br />local agreement with County and Ci~y before proceeding.
<br />Motion by Stelk, seconded by ~~n~~~_ to amend motion for County Attorney and
<br />City Attorney prepare inter local agreement for the project for the request
<br />to the Army. Discussi.on followed.
<br />Motion and second were\withdrawn by ,Stelk and Landis.
<br />Motion by Stelk, seconded--byLahd1s, that the County and City Attorney coop-
<br />erate in negotiating with the Corp of Engineers for assumption by the Army
<br />of water contamination testing required for dewatering project. Abernethy,
<br />Hartman, Landis, Leslie, Quandt, Rosenkotter and Stelk voted yes, none voted
<br />no. Motion Approved.

<br />Written Memo from Hall County Attorney Ellen L. Totzke in regard to Board
<br />members concerns for use of funds for Grand Island Area Economic Development
<br />Corporation regarding county and city funds. No questions were asked.
<br />Memo was received and placed on file.
<br />
<br />Attorney Janulewicz spoke in regard to claim of Compton & Associates referred
<br />for opinion at last week's meeting. He explain~g the request and his visit
<br />with Public Defender Piccolo in regard to the 'c::].a:i.I!!.~_.. He found no j~:~~~
<br />Board members not to approve. ---
<br />Motion by Quandt, seconded by Leslie to approve the release of check to
<br />Compton & Associates $250.00 for services. Abernethy, Hartman, Landis,
<br />Leslie, Quandt, Rosenkotter and Stelk voted yes, none voted no. Motion
<br />Approved.
<br />
<br />PUBLIC PARTICIPATION:
<br />Maria M. Delgado, 916 S. Locust spoke. She related to her visit to County
<br />Board members 2 weeks ago about the boots for inmate at jail. She presented
<br />each member a list of 34 of inmates mistreatment incidents and felt the
<br />Corrections Officers were not informing Joel Dalton, Corrections Director of
<br />incidents at the jail. She requested the Board members to review the list
<br />she had presented and consider at next Board of Corrections Meeting.
<br />
<br />10:00 A.M. BID OPENING: Sealed proposals for provisions of legal represent-
<br />ation for persons involved in juvenile cases and paternity cases for Hall
<br />County.
<br />Motion by Stelk, seconded by Rosenkotter to open proposals received. Aber-
<br />nethy, Hartman, Landis, Leslie, Quandt, Rosenkotter and Stelk voted yes, none
<br />voted no. Motion Approved.
<br />
<br />Affidavit of publications were presented from Lincoln Joulnal Star, Grand
<br />Island Independent, Hastings Tribune, Kearney Hub and Oma a World Herald,
<br />as published November 15th and November 22nd.
<br />
