<br />~ <br /> <br />95r-2&'3 <br /> <br />HALL COUNTY BOARD OF SUPERVISORS MEETING, AUGUST 29, 1995 <br /> <br />!' <br /> <br />The Hall County Board of Supervisors met at 9:00 A.M. from adjourned session <br />and by published call with Chairman Irene Abernethy presiding. <br /> <br />Present on roll call were Irene Abernethy, Richard Hartman, Margaret Landis, <br />Robert Leslie, Gary Quandt, Judy Rosenkotter and Tammie Stelk. <br /> <br />Invocation was given by Abernethy. <br /> <br />Pledge of Allegiance was given. <br /> <br />Minutes of August 22nd meeting were approved as received on motion by Quandt, <br />seconded by Stelk. Abernethy, Hartman, Landis, ~eslie, Quandt, Rosenkotter <br />and Stelk voted yes, none voted no. Motion carried. <br /> <br />Motion by Quandt, seconded by Stelk, The Hall County Board of Supervisors <br />have Hall County Board Assistant Ellen Merrill tape record the County Board <br />meetings. Abernethy, Hartman, Landis, Leslie, Quandt, Rosenkotter and <br />Stelk voted yes, none voted no. Motion carried. <br /> <br />Ellen Merrill questioned guidelines for making copies of tape etc. Attorney <br />Janulewicz to help make policy for recording and copies for next week's agenda. <br /> <br />Deputy Attorney Jerry Janulewicz was present. He reported on fax letter <br />received from Attorney Pigsley in regard to Public Defender's Office. Asked <br />if they wished to include discussion in the Executive Session for CWA negot- <br />iations. <br /> <br />Motion by Quandt, seconded by Stelk for Executive Session on C.W.A. negotiations <br />and also the Public Defender negotiations. Abernethy, Hartman,'Landis, <br />Leslie, Quandt, Rosenkotter and Stelk voted yes, none voted no. Motion carried. <br /> <br />Executive Session 9:23 A.M. and returned to regular session at 10:15 A.M. <br />on Motion by Quandt, seconded by Rosenkotter. Abernethy, Hartman, Landis, <br />Leslie, Quandt, Rosenkotter and Stelk voted yes, none voted no. Motion <br />carried. <br /> <br />Motion by Rosenkotter, seconded by Quandt to have Attorney Janulewicz to <br />negotiate with Attorney Pohren, regarding the Public Defender's office. <br />Abernethy, Leslie, Quandt, Rosenkotter and Stelk voted yes, Hartman and <br />Landis voted no. Motion carried on 5 yes, 2 no vote. <br /> <br />Motion by Landis,~econdedi by Stelk to have committee negotiate with Attorney <br />Jim Truell for the 2nd Tier attorney contract. Abernethy, Hartman, Landis, <br />Leslie, Quandt, Rosenkotter and Stelk voted yes, none voted no. Motion <br />carried. <br /> <br />Motion by Hartman, seconded by Landis to release the figure information to <br />the public on the Public Defender's office. Hartman and Landis voted yes, <br />Abernethy, Leslie, Quandt, Rosenkotter and Stelk voted no. Motion failed on <br />2 yes, 5 no vote. <br /> <br />Attorney Janulewicz presented the addendum to the Mid Plains Center Contract, <br />has added Children's Village building to the contract that funds be used for <br />Mid Plains Center and Children's Village buildings maintenance. <br /> <br />Motion by S~~!~, seconded by Rosenkotter to accept agreement as presented and <br />authorize,.Cb~;tJ;m~Ii to sign. Abernethy, Landis, Leslie, Rosenkotter and Stelk <br />voted yes,- QUahdt-voted no, Hartman abstained. Motion carried on 5 - 1 - 1 vote. <br /> <br />Jack Niemoth President of Weed Control Authority Board spoke in regard to <br />salaries for 2 full time employees at the Weed Office. He asked if board <br />could see granting additional money in budget for 3% or 4% increases since <br />Weed Superintendent received 6% increase. <br /> <br />Recessed for break. Returned to session at 10:45 A.M. <br /> <br />Commenced audit of monthly claims. <br /> <br />Claim for Jason VanHoosen, $600.00 was discussed. <br />Motion by Quandt, seconded by Stelk to refer VanHoosen claim to insurance <br />Company with copy to County Attorney office. Hold claim for futher action <br />at later date. Abernethy, Hartman, Landis, Leslie, Quandt, Rosenkotter <br />and Stelk voted yes, none voted no. Motion carried. <br /> <br />Motion by Leslie, seconded by Stelk to approve claims as,subm~tt~d and :- <br />audited and authorize County Clerk's Offi~eto issue pa~ Abernethy, <br />Hartman, Landis, Leslie, Quandt"Ros~nkotterand Stelk voted yes, none voted <br />no.
