<br />i< <br /> <br />95;:" - ';(5~ <br /> <br />HALL COUNTY BOARD OF SUPERVISORS MEETING, AUGUST 15, 1995 <br /> <br />The Hall County Board of Supervisors met at 9:00 A.M. from adjourned <br />session and by published call with Chairman Irene Abernethy presiding. <br /> <br />Present on roll call were Irene Abernethy, Richard Hartman, Margaret <br />Landis, Robert Leslie, Judy Rosenkotter and Tammie Stelk. Absent was <br />Gary Quandt who was attending State Board of Equalization meeting in <br />Lincoln. <br /> <br />Invocation was given by Rev. Dennis Hahle, Messiah Lutheran Church. <br /> <br />Pledge of Allegiance was given. <br /> <br />Minutes of August 8th meeting were approved as mailed. Rosenkotter <br />questioned the use of recorder. Deputy Attorney Janulewicz stated <br />his opinion. <br /> <br />Deputy Attorney Jerry Janulewicz was present and presented a draft <br />.1 agreement:, for Mid Plains Center for lease and use of building. Also <br />~aii--addendUm to the agreement for Mid Plains~~nt~); to establish a <br />building repair and maintenance fund for 10. years J Discussion followed <br />and questioned 10 years or 5 years for fund. Attorney recommended not <br />signing today and place on agenda for next week to determine if should <br />be 10 years or 5 years. <br /> <br />!Discussi6h)On the mileage reimbursement, Attorney Janulewicz was not ready <br />to-re!ider-an opinion today. State Statute for County employees is 23-1112 <br />but will look at other statutes. Place pn._qgendalfor next week's meeting. <br /> <br />Attorney Janulewicz gave his report and comments on the State Board of <br />Equalization Meeting attended last Friday in Lincoln. Hartman, Landis, <br />Quandt, Rosenkotter and County Assessor Jan Pelland also attended the <br />meeting. Janulewicz reported the State Board on Monday August 14th <br />reduced Hall County to 92 percent. <br />Jan Pelland, County Assessor made report and comments on her <br />participation and the figures she is sending to State Department of <br />Revenue today. Valuations were reduced 6 percent of current on residential. <br />She estimated costs of $7500.00 for her office to redo the estimated <br />20,000 property valuation cards. <br /> <br />PUBLIC PARTICIPATION - NONE <br /> <br />Bill Yost, Representing the Korean Veterans presented a US Flag to the <br />County Board to be the first flag flown at the County Administration <br />Building on the flag pole the Korean Veterans had erected on the grounds. <br />This is honoring all Veterans who have given their lives for our Country. <br /> <br />Motion by Hartman, seconded by Rosenkotter to recess for Executive Session <br />~o discuss with Attorney Jerry Pigsley, the Public Defender's Office for <br />~;bargaining unit organization. Abernethy, Hartman, Leslie, Rosenkotter <br />and Stelk voted yes, Landis voted no, with Quandt absent. Motion carried <br />on 5 yes, 1 no, vote, with 1 absent. <br /> <br />EXECUTIVE SESSION - 9:55 A.M. Jerry Pigsley, Attorney, Deputy County <br />Attorney Jerry Janulewicz and Mark Young, Board Assistant Ellen Merrill <br />and County Clerk Marjorie Haubold were present during the Session. <br />Returned to regular session at 10:47 A.M. on motion by Hartman, seconded <br />by Leslie, Abernethy, Hartman, Landis, Leslie, Rosenkotter and Stelk <br />voted yes, none voted no, with Quandt absent. Motion carried. <br /> <br />Motion ~y:Hartman, seconded by Leslie, the Hall County Board does not <br />recognize-the Hall County Public Defender's Organization as a collective <br />bargaining unit. Abernethy, Hartman, Landis, Leslie, Rosenkotter and <br />Stelk voted yes, none voted no, with Quandt absent. Motion carried. <br /> <br />Motion by Rosenkotter, seconded by Stelk to recess for Hall County Board <br />of Corrections Meeting. Abernethy, Hartman, Landis, Leslie, Rosenkotter <br />and Stelk voted yes, none voted no, with Quandt absent. Motion carried. <br /> <br />Returned to regular session at 11:05 A.M. <br /> <br />Agreement between Hall County and the Wild Rose Ranch Estates Subdivision <br />owned by Werner Construction Co, to provide snow clearing and maintaining <br />service on main arterial roads through the area known as Wild Rose Ranch <br />Estates Subdivision was presented for consideration. <br />Motion by Hartman, seconded by Leslie to approve and authorize Chairman <br />to sign the Agreement with Wild Rose Ranch Estates Subdivision. Abernethy, <br />Hartman, Landis, Leslie, Rosenkotter and Stelk voted yes, none voted no, <br />
