<br />95 F - C:<5::L <br /> <br />y <br /> <br />t <br /> <br />COMMUNICATIONS: <br /> <br />Chairman Abernethy read letter from State of Nebraska, State Civil Defense <br />Agency in regard to financial and technical assistance for Emergency <br />Management (Civil Defense) Program for Federal Fiscal Year 1996. <br />Motion by Rosenkotter, seconded by Stelk to refer letter to Howard <br />Maxon, Civil Defense Director to apply for funding along with note stating <br />County Board give authorization to apply. Abernethy, Hartman, Landis, <br />Leslie, Quandt, Rosenkotter and Stelk voted yes, none voted no. Motion <br />carried. <br /> <br />Supervisor Leslie presented a letter from Chris Hanus, Administrator Human <br />Services Division with Nebraska Department of Social Services in regard to <br />providing services for children at Midplains Center for Professional Services. <br />Each Board Member was presented a copy. <br /> <br />BOARD ASSISTANT REPORT - Ellen Merrill <br /> <br />(1) Reported on call to Department of Revenue in regard to hearings to be <br />held Friday, August 11th. <br /> <br />(2) AS/400 System for county, has been consolidated into one located in <br />Administration Building,all information is now on one back up tape <br />instead of two. <br />(3) Letter from Hall County Attorney Ellen Totzke in regard to Public <br />Defender motions to withdraw counsel in juvenile cases currently pending <br />in County Court of Hall County. <br /> <br />BOARD MEMBER_REPORTS: <br /> <br />Rosenkotter - Attended Airport Authority Meeting, has copy of handout that <br />was received and will place in Ellen's office for anyone wishing to <br />look at it. <br /> <br />Landis - Attended the Weed Control Authority Board Meeting last night with <br />Irene. <br /> <br />Stelk - Attended Library Board meeting last night, and gave update report <br />on the Transportation Committee <br /> <br />Abernethy - Attended Region III Advisory Counsel meeting, Convention & <br />Visitors Bureau video conference, Airport Authority meeting and also <br />Weed Control Authority Board meeting. <br /> <br />County Clerk presented the list of Township Officials and those who have <br />filed bonds. <br /> <br />Meeting was recessed at 11:59 A.M. and returned to regular session at 1:30 <br />P.M. with all members present. <br /> <br />The afternoon session was worksession on the 1995-1996 County Budget. <br /> <br />Discussed was the Keno Lottery Budget. Discussed funds for Museum from the <br />Keno fund. Approved funding Stuhr Museum at 2% over last year for tax <br />asking and to fund $50,000.00 from Keno Fund for maintenance fund. Abernethy, <br />Hartman, Landis, Leslie, Rosenkotter and Stelk approved, Quandt disapproved. <br /> <br />Discussed funding for Homeless Shelter from Keno Fund. Stelk recommended <br />$5000.00 Motion by Stelk, seconded by Leslie to fund $5000.00 from Keno <br />Fund for the Homeless Shelter. Abernethy, Hartman, Landis, Leslie, Quandt, <br />Rosenkotter and Stelk voted yes. None voted no. <br /> <br />Discussed the request for $750.00 from Clean Community System. <br />Motion by Stelk, seconded by Rosenkotter to fund Clean Community $750.00 <br />from Keno fund. Abernethy, Landis, Leslie, Rosenkotter and Stelk voted yes, <br />Hartman and Quandt voted no. Motion carried on 5 yes, 2 no vote. <br /> <br />Discussed the Mid Plains Center funding for maintenance. Hartman recommended <br />$30,000.00 Motion by Hartman, seconded by Landis to fund from Keno fund <br />$30,000.00-to Mid Plains repairs and to go into a separate maintenance fund <br />for upkeep of building only. Abernethy, Hartman, Landis, Leslie, Rosenkotter <br />and Stelk voted yes, Quandt voted no. Motion carried. <br /> <br />Discussed $20,000.00 for road side weed spraying be placed in Road Fund <br />Budget as expenditures and $20,000.00 in Weed Fund as revenue. <br /> <br />Discussed Assessor budget and Reappraisal budget and suggestions as to keeping <br />at 2% increase. If successful in Lincoln on Friday, August 11th to have <br />valuations changed will need to add additional funding to the reappraisal <br />budget. <br />
