<br />)1Sr -~~~ <br /> <br /><! <br /> <br />f. <br />'-"-< <br /> <br />HALL COUNTY BOARD OF SUPERVISIORS MEETING JULY 18, 1995 <br /> <br />... <br /> <br />The Hall C6unty--Board of Supervisors met July 18, at 9: 00 A.M. <br />from adjourned-session and by published call with chairman Irene <br />Abernethy presiding. <br /> <br />Present on roll call were Irene Abernethy, Richard Hartman, Margaret <br />Landis, Robert Leslie, Gary Quandt, Judy Rosenkotter and Tammie Stelk. <br /> <br />Invocation was given by Irene Abernethy. <br /> <br />The Pledge of Allegiance was given. <br /> <br />The minutes of the July 11 meeting were received. Quandt made a <br />motion and Stelk seconded to accept the minutes and place on file. <br />Abernethy, Hartman, Landis, Leslie, Quandt, Rosenkotter and Stelk <br />all voted yes and none voted no. <br /> <br />9:05 A.M. Quandt made a motion and Stelk seconded to go into <br />executive session for FOP negotiations. Abernethy, Hartman, Landis <br />Leslie, Quandt, Rosenkotter and Stelk all voted yes and none voted <br />no. <br /> <br />9:35 A.M. Quandt made a motion and Rosenkotter seconded to return to <br />regular session. Abernethy, Hartman, Landis, Leslie, Quandt, <br />Rosenkotter and Stelk all voted yes and none voted no. <br /> <br />Deputy County Attorney Jerry Janulewicz presented c:9pj.es.ofthe <br />Nebraska State Statutes that were referred to in;~t~.tiontij.at <br />was filed by residents in Meadowlane Subdivison. He state~ <br />once the board received this petition they needed to proceed with <br />a~plan~ If the cost of the project_would be over-_$2,000.00 there~ <br />would need to be a public letting and an:assessment__tbtheindividual <br />land owners in the problem area. This could also be handled under <br />statute 39-1802 rather than using the petition process. Discussion <br />was held. Rosenkotter made a motion and Stelk seconded to take care <br />pf-lbeJ drainage problem in Meadowlane Subdivision under statute 39-1802. <br />Abernethy, Hartman, Landis, Leslie, Quandt, Rosenkotter and Stelk all <br />voted yes and none voted no. <br /> <br />10:00 A.M. Quandt made motion and Hartman seconded to open the public <br />hearing on the communications tower for Nebraska Cellular. Aberneth~ <br />Hartman, Landis, Leslie, Quandt, Rosenkotter and Stlek all voted yes <br />and none voted no. <br /> <br />Max Boersen stated that Nebraska Cellular had applied for a conditional <br />use permit for the tower. The location would be the Northwest corner <br />of Northeast Quarter of Section Twelve, Township 9 North, Range (10) <br />West of the 6th P.M., Hall County, Nebraska. This would be a self- <br />supporting communications tower. Meridith White, 2565 Platte River <br />Road in Doniphan and Eleanor Beilke, 11420 South Hilltop Road, Doniphan <br />questioned the exact location of the tower. They voiced their.concerns <br />on the construction of the tower and if it would cause any interference <br />on the cable reception. A representative from Nebraska Cellular <br />answered their questions. Hartman made a motion and Quandt seconded <br />to approve the conditional use permit for Nebraska Cellular. Abernethy, <br />Hartman, Landis, Leslie, Quandt, Rosenkotter and Stelk all voted yes <br />and none voted no. <br /> <br />Max Boersen presented his recommendations for the appointments to <br />the Board of Adjustment. The following individuals were recommended; <br />Ron Rockwell, Imogene Lechner and Jack O'Hare to serve three year <br />terms and Larry Elrod will be the alternate. Hartman made a motion <br />and Stelk seconded to appoint Ron Rockwell, Imogene Lechner and Jack <br />O'Hare to three year terms and Larry Elrod as alternate. Abernethy, <br />Hartman, Landis, Leslie, Rosenkotter and Stelk all voted yes and <br />Quandt voted no. <br /> <br />The Supplemental Agreement No. 2 between Hall County and the State <br />of Nebraska Depart~nt of Roads on the Drainage Project STR-80-7(1007) <br />Lepin Floodway was presented. Central Platte Natural Resources District <br />will pay 10% and the State of Nebraska will pay 90%. Rosenkotter made <br />
