<br />?~F-Ig/ <br /> <br />HALL COUNTY BOARD OF SUPERVISORS SPECIAL MEETING, MAY 23, 1995 <br /> <br />The Hall County Board of Supervisors met at 7:00 P.M. at a Special Meeting <br />with Grand Island City Council members and Mayor at City oBall.'c< <br /> <br />Present were Irene Abernethy, Margaret Landis, Robert Leslie, Gary Quandt, <br />Judy Ros~nkotter,Tammie Stelk and County Clerk Marjorie Haubold. Absent <br />was Richard Hartman. <br /> <br />Grand Island Mayor Gnadt and 10 Council Members were present. Also present <br />were Acting City Administrator Wayne Bennett and Finance Director Chuck Haase, <br />Health Director Ray Rabe, Grand Island Independent reporter, City Clerk office <br />representative and two members from the public. <br /> <br />Study Session was called to order by Mayor Gnadt. <br /> <br />Reason for the joint meeting was to discuss the Grand Island-Hall County <br />Health Department proposed 1995-1996 Budget. <br /> <br />Supervisor Chairman Abernethy comments were in regard to the contract which <br />stated the two boards should meet once year to discuss the department budget. <br />She explained hbw the County prepares budget in comparison to how the City <br />prepares budget. County Supervisors have sent letter requested County <br />Department heads to look at same property tax asking as last year, with <br />sal~ry increases at 2% and also total budget not more than 2%. <br /> <br />Ray Rabe, Health Department Director gave status report for 3 months. He <br />stated he will be pushing to build a TB Program in Hall County,(2muild sound <br />data base of health of the community (3) grants to provide services{4}' staff <br />is qualified and experienced but need clerical support expanded. (5)In regard <br />to facility, the building is not appropriate to provide health services for <br />clinic and nursing, Is Ok for office spaces. <br /> <br />Need to look at the contract referred to since is was last updated in 1985. <br /> <br />Rabe e,xplained some of line items in budget for 1994-1995 and also the pro- <br />posed 1995-1996 budget. He presented written documents for those present <br />to review, and answered questions from the council and board members. <br /> <br />Supervisor Landis questioned the mosquito fund for County which had been <br />included before. Rabe stated he would research and get back with answer. <br /> <br />-~j -,.-.-,--_.----- -'- <br />Rabe stated\he &cin'~j~:y services will be changed this year but will work on it. <br />Staff wise he will be-looking at more clerical help. <br /> <br />Mayor Gnadt stated looks like 1/2 million funding coming from outside City <br />& County funds. <br /> <br />Rabe stated revenues may be short of proposed because of Federal cutbacks. <br /> <br />Councilman Sorensen asked about the fee schedule. Rabe replied last revised <br />in 1994, they receive no medicaid funding. <br /> <br />It was.cstated need policy for retirement, accrued vacation pay and sick leave. <br /> <br />Mayor oGn~dtfre~~est~d Supervisor Landis to give council members an update <br />report on the ;Reuse Committee. <br />Councilman Mehring-questioned County funding for Industrial Foundation and <br />also Reuse expenses. <br /> <br />County fiscal year is July 1, thru June 30th each year. City fiscal year <br />was August 1 to July 31 each year but has now been changed and this budget <br />year will be a 14 month proposed budget due to this change in fiscal year <br />dates. <br /> <br />The Special Meeting was adjourned at 7:55 P.M. <br /> <br /> <br />
