Present on roll call were Irene Abernethy, Ricahrd Hartman, Margaret Landis, Robert Leslie, Gary Quandt, Judy Rosenkotter and Tammie Stelk. Invocal:t::ion was given by Irene Abernethy. Pledge of Allegiance was given. Minutes of the April 4 meeting were received. Quahdt made motion and Hartman seconded to accept and place on file the minutes. Abernethy, Hartman, Landis, Leslie, Quandt, Rosenkotter and Stelk all voted yes and none voted no. Carol Ahlgren and Bill Callahan from the Nebraska State Historical Society informed the board that Hall County is one of two counties currently being reviewed. They gave a slide presentation on the pTocedure- they use to document historical sites. When the survey is complete~ a final report will be printed and distributed to the counties. Trudy,Treu, director of the Heartland CASA program, explained to the board the purpose of this program. CASA stands for "Court Appointed Special Advocate~ it is a national organization that provides trained communtiy volunteers to advocate for children who come into juvenile court system usually as a result of abuse or neglect. This program could provide some sound economic reasons because of the use of volunteers. Judge Martin spoke in support of this program. Trudy Treu is requesting $20,000.00 from the county from the 1995 to 1996 budget to get this program start~d. Rosenkotter made a"motion to support- tne,CASA program and allocatei,-.J$20, 000.00 from the 1995 - 1996 budget. The board requested more information, facts and figures before making a decision. No action was taken. PUBLIC PARTICIPATION Gene~S~ier expressed to the county board his concern on_th~ reappraisal. He mentioned several problems with his reappraisal. The board suggested that he go back to the Assessors office and request futher information. Marvin Webb, with Webb and Company, came to the board with his recommendation on the ADA remodeling. He had met with the low bidder Gracious Living Homes, Rick Stepanek, with Building and Grounds and Ellen Merrill to reduce the construction costs. A list of nine cost reduction items was given to the board, these could be eliminated. The performance bond was replace with a lien waiver. This project has to be completed by July 1. Hartman made motion and Rosenkotter seconded to accept the low bid from Gracious Living Homes. Abernethy, Hartman, Landis, Leslie, Rosenkotter and Stelk all voted yes and Quandt voted no. County Attorney Jerry Janulewicz presented to the board the Keno income and expense'report. Discussion was held on ,the proceeds from the various locations, with a total of $293,000.00 for the year. Jerry reported that the Supreme Court ruled that the Thoroughbred Fund was unconstitutional. 'Wh~nthis decision becomes final he will be working with the Department of Revenue to officially release these funds. They will be split between the city and county. Discussion was held on the Keno satellites. The contract for these locations is between Fonner Park and the satellites and the County Board approves this contract. In the applcation form they have to list if they have been convicted of any gambling offense. Discussion was held on LB 646 'which deals with cases referred to the public defender. Jerry spoke with Criag Nelson, with NACO, to clarify this. There aren't any funds budgeted for this. It was suggested that this be checked on and see ,if: it would be possible to create this judicial district. Stelk made motion and Quandt seconded
