<br />i~15F - /.2/ <br />'---1.:..",,,) ~ <br />,'\'; <br />''<1'''''' <br /> <br />,j <br /> <br />" <br /> <br />HALL COUNTY BOARD OF SUPERVISORS MEETING APRIL 11, 1995 <br /> <br />The Hall Cotinf.y Board of Supervisors met at 9:00 A.M. from adjouned <br />session and by published call with Chairman Irene Abernethy presiding. <br /> <br />Present on roll call were Irene Abernethy, Ricahrd Hartman, Margaret <br />Landis, Robert Leslie, Gary Quandt, Judy Rosenkotter and Tammie Stelk. <br /> <br />Invocal:t::ion was given by Irene Abernethy. <br /> <br />Pledge of Allegiance was given. <br /> <br />Minutes of the April 4 meeting were received. Quahdt made motion <br />and Hartman seconded to accept and place on file the minutes. <br />Abernethy, Hartman, Landis, Leslie, Quandt, Rosenkotter and Stelk <br />all voted yes and none voted no. <br /> <br />Carol Ahlgren and Bill Callahan from the Nebraska State Historical <br />Society informed the board that Hall County is one of two counties <br />currently being reviewed. They gave a slide presentation on the <br />pTocedure- they use to document historical sites. When the survey <br />is complete~ a final report will be printed and distributed to <br />the counties. <br /> <br />Trudy,Treu, director of the Heartland CASA program, explained to <br />the board the purpose of this program. CASA stands for "Court <br />Appointed Special Advocate~ it is a national organization that <br />provides trained communtiy volunteers to advocate for children <br />who come into juvenile court system usually as a result of abuse <br />or neglect. This program could provide some sound economic reasons <br />because of the use of volunteers. Judge Martin spoke in support of <br />this program. Trudy Treu is requesting $20,000.00 from the county <br />from the 1995 to 1996 budget to get this program start~d. Rosenkotter <br />made a"motion to support- tne,CASA program and allocatei,-.J$20, 000.00 <br />from the 1995 - 1996 budget. The board requested more information, <br />facts and figures before making a decision. No action was taken. <br /> <br />PUBLIC PARTICIPATION <br /> <br />Gene~S~ier expressed to the county board his concern on_th~ <br />reappraisal. He mentioned several problems with his reappraisal. <br />The board suggested that he go back to the Assessors office and <br />request futher information. <br /> <br />Marvin Webb, with Webb and Company, came to the board with his <br />recommendation on the ADA remodeling. He had met with the low bidder <br />Gracious Living Homes, Rick Stepanek, with Building and Grounds and <br />Ellen Merrill to reduce the construction costs. A list of nine cost <br />reduction items was given to the board, these could be eliminated. <br />The performance bond was replace with a lien waiver. This project <br />has to be completed by July 1. Hartman made motion and Rosenkotter <br />seconded to accept the low bid from Gracious Living Homes. Abernethy, <br />Hartman, Landis, Leslie, Rosenkotter and Stelk all voted yes and <br />Quandt voted no. <br /> <br />County Attorney Jerry Janulewicz presented to the board the Keno <br />income and expense'report. Discussion was held on ,the proceeds <br />from the various locations, with a total of $293,000.00 for the year. <br />Jerry reported that the Supreme Court ruled that the Thoroughbred <br />Fund was unconstitutional. 'Wh~nthis decision becomes final he will <br />be working with the Department of Revenue to officially release these <br />funds. They will be split between the city and county. Discussion <br />was held on the Keno satellites. The contract for these locations <br />is between Fonner Park and the satellites and the County Board <br />approves this contract. In the applcation form they have to list <br />if they have been convicted of any gambling offense. Discussion <br />was held on LB 646 'which deals with cases referred to the public <br />defender. Jerry spoke with Criag Nelson, with NACO, to clarify <br />this. There aren't any funds budgeted for this. It was suggested <br />that this be checked on and see ,if: it would be possible to create <br />this judicial district. Stelk made motion and Quandt seconded <br />
