<br />cfb F- 3g; <br /> <br />~ <br /> <br />HALL COUNTY BOARD OF SUPERVISORS MEETING, NOVEMBER 26, 1996 <br /> <br />The Hall County Board of Supervisors met at 9:00 a.m. from adjourned session <br />and by published call, in County Board meeting room, 121 South Pine, Grand <br />Island. <br /> <br />CALL TO ORDER: The meeting was called to order by Vice Chair Robert Leslie. <br /> <br />INVOCATION: Invocation was given by Rev Rodney Johannson of the New Life <br />Wesleyan Church, Grand Island. <br /> <br />PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was given in unison. <br /> <br />ROLL CALL: Present on roll call were Irene Abernethy, Richard Hartman, <br />Margaret Landis, Robert Leslie, Huey Long and Gary Quandt. <br />Absent was Tammie Stelk (who arrived at 9:32 a.m.) <br /> <br />PRESENT: Jerom Janulewicz, Deputy County Attorney, Colleen OlNeill Grand <br />Island Independent reporter, Tracy Overstreet, KRGI Radio reporter, <br />Pamela Lancaster, Board member elect. <br /> <br />MINUTES NOVEMBER 19th MEETING: Motion by Quandt, seconded by Hartman to <br />accept minutes of November 19th meeting as received. Abernethy, Hartman, <br />Landis, Leslie, Long, and Quandt voted yes, none voted no, Stelk was absent. <br />Motion carried. <br /> <br />COUNTY ATTORNEY: Deputy Attorney Janulewicz spoke in regard to the GIS <br />Proposal. He will have it completed for the board meeting December 10th" <br />since will not have meeting next week. <br />Attorney Janulewicz, requested to modify today's agenda to include <br />an Executive Session to discuss negotiation strategy with City of Grand <br />Island Officials in regard to the Public Safety Center, since committee <br />has meeting scheduled for noon today, and wish some direction from the <br />Board members. <br />Motion by Quandt, seconded by Hartman to recess for Executive Session <br />for discussion on negotiations for Safety Center and include Mrs Lancaster <br />in the session. Abernethy, Hartman, Landis, Leslie, Long and Quandt voted <br />yes, none voted no, Stelk was absent. Motion carried. <br /> <br />EXECUTIVE SESSION AT 9:12 a.m. Chair Stelk arrived during the Executive <br />Session at 9:29 a.m. Motion by Hartman, seconded by Abernethy to return <br />to regular Board Supervisor meeting. Abernethy, Hartman, Landis, Leslie, <br />Long, Quandt and Stelk voted yes, none voted no. Motion Carried. <br /> <br />RETURNED TO REGULAR SESSION at 9:35 a.m. <br /> <br />HALL COUNTY HIGHWAY DEPARTMENT QUARTERLY REPORT: Dan Hostler, Public Works <br />Director reviewed the first quarter report ending September 30, 1996 and <br />answered questions from Board Members. Motion by Long, seconded by Aber- <br />nethy to accept and place on file the Quarterly Highway Department report. <br />Abernethy, Hartman, Landis, Leslie, Long, Quandt and Stelk voted yes, none <br />voted no. Motion carried. <br /> <br />CLAIM FOR POSTAGE: County Clerk presented claim for Preferred Mail for <br />$10,000.00 for postage for county departments. Needed additional postage <br />for large mailing for end of month. <br />Motion by Quandt, seconded by Long to approve payment of claim for <br />Preferred Mail $10,000.00 for postage as requested. Abernethy, Hartman, <br />Landis, Leslie, Long, Quandt and Stelk voted yes, none voted no. Motion <br />carried. <br /> <br />APPOINTMENTS TO VISITORS PROMOTION ADVISORY BOARD: Motion by Quandt, <br />seconded by Hartman to appoint Rhonda Saalfeld, Bruce Swihart and Rae <br />Osenbaugh to the Visitors Promotion Advisory Board. Hartman, Landis, <br />Leslie, Long, Quandt and Stelk voted yes, Abernethy voted no. Motion <br />carried. <br /> <br />COUNTY TREASURER'S MISCELLANEOUS RECEIPTS. Motion by Quandt, seconded by <br />Hartman to accept and place on file County Treasurer's miscellaneous <br />receipts as presented. Abernethy, Hartman, Landis, Leslie, Long, Quandt <br />and Stelk voted yes, none voted no.
