<br />AUDIT OF MONTHLY CLAIMS: Commenced audit of monthly claims at 2:09 p.m.

<br />Motion by Quandt, seconded by Hartman to pay claims as audited, except
<br />for Sheriff Department claim #0031 $8.97 be returned. Abernethy, Hartman,
<br />Landis, Leslie, Long, Quandt and Stelk voted yes, none voted no. Motion
<br />carried.
<br />
<br />COMMUNICATIONS: Motion by Abernethy, seconded by Leslie to accept and place
<br />on file the communications received today. Abernethy, Hartman, Landis, Leslie,
<br />Long, Quandt and Stelk voted yes, none voted no. Motion carried.

<br />COUNTY BOARD ASSISTANT REPORT: Ellen Merrill had provided written progress
<br />report. She requested permission to attend a one-day seminar on Microsoft
<br />Excel for budget computer program changes on Monday, December 16, at Inter-
<br />state Holiday Inn.
<br />Motion by Landis, seconded by Quandt to approve Board Assistant to attend
<br />the computer class on December 16th. Abernethy, Hartman, Landis, Leslie,
<br />Long, Quandt and Stelk voted yes, none voted no. Motion carried.
<br />
<br />Merrill asked consideration for her to run for a seat on the NIRMA Board
<br />of Directors during the annual meeting next month in Omaha.
<br />Abernethy thought they should place Ellen Merrill in nomination for the
<br />NIRMA Board of Director member. Hartman voiced objections and discussion
<br />followed.
<br />Motion by Hartman, seconded by Quandt to nominate Margaret Landis for
<br />the NIRMA Board of Directors, and send letter of nomination to NACO.
<br />Abernethy, Hartman, Landis, Leslie, Long, Quandt and Stelk voted yes, none
<br />voted no. Motion carried.

<br />Landis - Conditional Use Committee meetings but had already reported on it
<br />and Board Assistant Merrill had provided written copies of minutes.
<br />
<br />Quandt Had Vending Service Committee meeting, will make recommendation
<br />at later date. Make the appointments to the Visitors Promotion
<br />Board at next week's meeting, since it had been omitted from today's
<br />agenda.
<br />
<br />Abernethy - Reported on election night activities in Administration Building.
<br />Had meeting and the rental client complaint had been taken care of.
<br />Attended Merit Commission meeting, Attended the Governor's Restruct-
<br />ure Committee meeting and the going away party of Deputy Co Attorney.
<br />
<br />Stelk Attended Health Board meeting, Senior Citizen Industries meeting,
<br />Transportation meeting and the Health Department Committee is working
<br />on updating the agreement with City and County.
<br />
<br />UNFINISHED BUSINESS: Quandt stated election is over for this year. Need to
<br />look at a policy for no campaigning on County property, and have County Attorney
<br />draw a policy for consideration. Stelk also requested petitions be included
<br />in the policy.
<br />
<br />RECESS - Chair Stelk recessed the meeting at 3:25 p.m. until 11:00 a.m. on
