<br />HALL COUNTY BOARD OF SUPERVISOR MEETING, NOVEMBER 19, 1996
<br />
<br />. The Hall County Board of supervisors met at 9:00 a.m. from adjourned session
<br />and by published call, in County Board meeting room, 121 South Pine, Grand
<br />Island.
<br />
<br />CALL TO ORDER: The meeting was called to order by Chair Tammie Stelk.
<br />
<br />INVOCATION: Invocation was given by Rev George Wheat, Chaplain at Veterans
<br />Affairs Medical Center
<br />
<br />PLEDGE OF ALLEGIANCE:
<br />
<br />The Pledge of Allegiance was given in unison.
<br />
<br />ROLL CALL: Present on roll call were Irene Abernethy, Richard Hartman,
<br />Margaret Landis, Robert Leslie, Huey Long, Gary Quandt and
<br />Tammie Stelk.
<br />PRESENT: Deputy Attorney Jerom Janulewicz, Carol Bryant, Grand Island
<br />Independent, and Board Member elect Pamela Lancaster.
<br />
<br />MINUTES OF NOVEMBER 5, MEETING: Motion by Abernethy, seconded by Quandt
<br />to approve minutes as received. Abernethy, Hartman, Landis, Leslie, Long,
<br />Quandt and Stelk voted yes, none voted no. Motion carried.
<br />
<br />COUNTY ATTORNEY: Deputy Attorney Janulewicz spoke in regard to sale of
<br />lots sold at tax sales and deeds have been delivered.
<br />(1) Lot 6 Blk Koehler Place, Motion by Hartman, seconded by Leslie to
<br />list with realtorto sell house and lot. Janulewicz to list with multiple
<br />listers. Abernethy, Hartman, Landis, Leslie, Long, Quandt and Stelk
<br />voted yes, none voted no. Motion carried.
<br />(2) Lot 5, 6 & 7, Blk 14 Meth's Addn, is lot on corner of 15th & Cherry
<br />Streets, purchased at tax forclosure sale, recommends selling all 3 lots
<br />as one. Board members requested Janulewicz to contact Habitat for Humanity
<br />and Central Nebraska Community Services to see if they are interested in lots
<br />before listing for sale.
<br />(3) Fr Lt 1 E l32'Fr L2 B7 Evans Addn located at 1119 E 6th Street, Grand
<br />Island. Attorney VonSeggren was present to speak in regard to this property
<br />and Janulewicz recommended the board accept Von Seggren's proposal.
<br />Bill Von Seggren, Attorney, 3221 Ramada Road, Grand Island spoke in regard
<br />to the property and explained the size and location. Requested the Board
<br />grant a Quit Claim deed to clear up title to the property. Motion by
<br />Hartman, seconded by Landis to grant the Quit Claim Deed as recommended by
<br />Attorney VonSeggren to clear title. Abernethy, Hartman, Landis, Leslie,
<br />Long, Quandt and Stelk voted yes, none voted no. Motion carried.
<br />
<br />CONDITIONAL USE PERMIT FOR BOSSELMAN, INC. Deputy Janulewicz spoke and
<br />had provided written drafted copies of Conditional Use Permit for Bossel-
<br />man Inc as requested by Committee for Board members to review prior to today's
<br />meeting. Discussion on drafted copy. Landis, Chair of the Conditional
<br />Use Committee reported on their meeting. Hartman was absent from the
<br />committee meeting so had asked Leslie to attend the meeting. Landis stated
<br />the committee recommends the issuance of Conditional Use Permit to Bosselman
<br />Inc for 10 years.
<br />Present during the discussion were Fred Bosselman, Chuck Bosselman, Max
<br />Boersen, County Building Inspector, David Barber, Regional Planning Director,
<br />News media representatives from Grand Island Independent, KRGI Radio and
<br />KHAS-TV. There were 14 residents from the area of Bosselman Travel Center
<br />present in audience.
<br />Chuck Bosselman, 2605 Apache Road, spoke. He showed drawing of the
<br />location of the lagoon system.
<br />
<br />Chair Stelk stated have Public Hearing at 10:00 A.M. would return to the
<br />discussion on Conditional Use Permit after the hearing.

<br />10:00 A.M. PUBLIC HEARING TO CONSIDER ISSUANCE OF DEVELOPMENT REVENUE BONDS
<br />FOR MID-NEBRASKA INDIVIDUAL SERVICES INC. PROJECT.
<br />Affidavit of publication was read as published in Grand Island Independent
<br />on November 1, 1996.
<br />Richard J. Pedersen Attorney for Project and David Bass, Director Mid-
<br />Nebraska Individual Services were present.
<br />Attorney Pedersen, Bond Counselor for the project spoke and explained
<br />the project. Will house approximately 24 residents.
<br />David Bass spoke briefly and answered questions.
<br />Motion by Quandt, seconded by Landis to close the Publi~ Hearing. Abernethy,
<br />Hartman, Landis, Leslie, Long, Quandt and Stelk voted yes, none voted no.
<br />Motion carried.
<br />
<br />Motion by Hartman, seconded by Abernethy to adopt Resolution #96-0096 to
<br />approve issuance of bonds as presented. Abernethy, Hartman, Landis, Leslie,
<br />Long, Quandt and Stelk voted yes, none voted no. Motion carried.
