<br />, <br /> <br />, f?r:~333 <br />HALL COUNTY BOARD OF SUPERVISOR MEETING, OCTOBER 22, 1996 <br /> <br />The Hall County Board of Supervisors met at 9:00 a.m. from adjourned session <br />and by published call, in County Board meeting room, 121 South Pine, Grand <br />Island. <br /> <br />CALL TO ORDER: The meeting was called to order by Chair Tammie Stelk. <br /> <br />INVOCATION: Invocation was given by Rev Lonnie Logan, United Congregational <br />Church of Christ, Grand Island. <br /> <br />PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was given in unison. <br /> <br />ROLL CALL: Present on roll call were Irene Abernethy, Margaret Landis, <br />Robert Leslie, Huey Long, Gary Quandt and Tammie Stelk. <br />Richard Hartman arrived at 9:05 a.m. <br /> <br />MINUTES OF OCTOBER 15th MEETING: Motion by Quandt, seconded by Long to <br />accept minutes of October 15th meeting as received. Abernethy, Landis, <br />Leslie, Long, Quandt and Stelk voted yes, none voted no, with Hartman <br />absent. Motion carried. <br /> <br />Supervisor Hartman arrived at meeting. <br /> <br />COUNTY ATTORNEY: Ellen Totzke, County Attorney was present. She presented <br />a copy of Public Records and Public Meetings Statutes received from the <br />State Attorney General's office to be placed in County Clerk's Office. <br /> <br />PUBLIC WORKS COMMITTEE REPORT: Hartman, Chairman Public Works Committee <br />gave recommendation to receive the low bids on both the breaker and the <br />dump truck for road department taken at last week's meeting. Rodeo Road <br />for Kent KHB-5G2 Hydraulic Breaker $11,755.00 and Nebraska Truck Center <br />for Freightliner FL80 $55,729.00 plus trade in of 1975 White truck. <br />Motion by Hartman, seconded by Landis to accept the Committee recom- <br />mendation to accept both bids. Quandt questioned keeping the old truck <br />for use by other departments. Public Works Director Hostler stated he would <br />not recommend keeping the old truck as unable to get parts for repairs. <br />Chair called for vote on the motion. Abernethy, Hartman, Landis, Leslie, <br />Long, Quandt and Stelk voted yes, none voted no. Motion carried. <br /> <br />BOSSELMAN TRAVEL CENTER: Supervisor Quandt spoke in regard to agenda item. <br />He would like to see a committee set up to review all possible alternatives <br />before the Public Hearing on Monday evening. He suggested Regional Plan- <br />ning Director, Central platte NRD representative to meet with the Cond- <br />itional Use Committee. Stelk asked Landis, Chair of Conditional Use Com- <br />mittee to set up meeting. Landis stated they will have Regional Planning <br />Director, Deputy Attorney Janulewicz to be at the Committee meeting and will <br />also contact City Attorney about attending. The Committee will have suggest- <br />ions for the Public Hearing on Monday October 28th. <br /> <br />EXECUTIVE SESSION: Motion by Leslie, seconded by Long to recess for <br />Executive Session in regard to personnel. Abernethy, Hartman, Landis, <br />Leslie, Long, Quandt and Stelk voted yes, none voted no. Motion Carried. <br />EXECUTIVE SESSION: 9:22 a.m. and returned to regular session at <br />10:02 a.m. on motion by Leslie, seconded by Long. Abernethy, Hartman, <br />Landis, Leslie, Long, Quandt and Stelk voted yes, none voted no. Motion <br />carried. <br /> <br />Motion by Long, seconded by Hartman to accept the evaluation for Public <br />Works Director and to move to Step 8 on the pay scale. Abernethy, Hart- <br />man, Landis, Leslie, Long, Quandt and Stelk voted yes, none voted no. <br />Motion carried. <br /> <br />BOARD OF EQUALIZATION: Motion by Abernethy, seconded by Hartman to hold <br />Board of Equalization meeting. Abernethy, Hartman, Landis, Leslie, Long, <br />Quandt and Stelk voted yes, none voted no. Motion Carried. <br />BOARD OF EQUALIZATION MEETING at 10:04 a.m. and returned to regular <br />Board of Supervisor meeting at 10:52 a.m. <br /> <br />11: 00 A. M. BIDS FOR VENDING SERVICES FOR COUNTY BUILDINGS. <br />Affidavit of publication was read as published in Grand Island Independent <br />on October 9th and October 16th. <br />Motion by Long, seconded by Abernethy to open bids received. Abernethy, <br />Hartman, Landis, Leslie, Long, Quandt and Stelk voted yes, none voted no. <br />Motion carried. <br /> <br />County Clerk had received letter from Rod and Tami Fiedler DBA Tami's <br />treats, thanking for opportunity to submit bid but would not be submitting <br />a bid at this time. <br />
