<br />~F-~s <br /> <br />HALL COUNTY BOARD OF SUPERVISOR MEETING, OCTOBER 8, 1996 <br /> <br />The Hall County Board of Supervisors met at 9:00 a.m. from adjourned session <br />and by published call, in County Board meeting room, 121 South Pine, Grand <br />Island. <br /> <br />CALL TO ORDER: The meeting was called to order by Chair Tammie Stelk. <br /> <br />INVOCATION: Invocation was given by Rev. Ted Dubs, Seventh Day Adventist <br />Church. <br /> <br />PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was given. <br /> <br />ROLL CALL: Present on roll call were Irene Abernethy, Richard Hartman, <br />Margaret Landis, Robert Leslie, Huey Long, Gary Quandt and <br />Tammie Stelk. None were absent. <br /> <br />PRESENT: Present were Deputy County Attorney Jerom Janulewicz, News media <br />representatives Carol Bryant, Grand Island Independent and Tracy <br />Overstreet, KRGI Radio. <br /> <br />MINUTES OCTOBER 1ST MEETING: Motion by Leslie, seconded by Long to accept <br />minutes as received. Abernethy, Hartman, Landis, Leslie, Long, Quandt and <br />Stelk voted yes, none voted no. Motion carried. <br /> <br />COUNTY ATTORNEY: Attorney Janulewicz spoke in regard to the proposed <br />Agreement with Crisis Center and Hall County. <br />Motion by Long, seconded by Abernethy to accept the agreement and <br />authorize chair to sign. Discussion followed <br />Motion by Long, seconded by Hartman to amend the agreement to read <br />quarterly payment instead of semi-annual payment. Abernethy, Hartman, <br />Landis, Leslie, Long and Quandt voted yes, Stelk voted no. Motion carried. <br />Discussion on quarterly payments of the funds requested. Attorney <br />Janulewicz requested the Keno fund payments for the various entities be <br />processed quarterly. <br /> <br />PUBLIC PARTICIPATION: NONE <br /> <br />AGREEMENTS WITH MID PLAINS CENTER FOR PROFESSIONAL SERVICES. Attorney <br />Janulewicz spoke in regard to termination of the Interlocal Agreement and <br />the new proposed agreement. Discussion followed and Chair Stelk requested <br />agreements be placed on next week's agenda, after Deputy Attorney has chance <br />to review the agreements and wording clarified or changes. <br /> <br />GALAXY CABLE VISION SERVICE: Bill Verner, Division Vice President for <br />Galaxy Cable Vision spoke in reply to the letter they had received in <br />regard to services provided in answer to complaint from Craig & Kirstin <br />Wampler. <br />Craig Wampler, 655 Swan Lane, Grand Island spoke and expressed his <br />concerns of the service they received. <br />Hall County authorized use of county right of way for cable services, <br />but does not have any responsibility for the services. <br />Supervisor Long suggested Mr Wampler meet with Mr Verner and see if <br />they can work out the problems. This was ag~eed on by those present. <br /> <br />10:00 A.M. BID OPENING FOR ASPHALT OVERLAY MAINTENANCE PROJECTS. <br />Affidavit of publication was read as published in Grand Island Independent <br />on September 25, October 4th & 7th. <br />Motion by Long, seconded by Leslie to open bids received. Abernethy, <br />Hartman, Landis, Leslie, Long, Quandt and Stelk voted yes, none voted no. <br />Motion carried. <br /> <br />The following two bids were opened and read: <br /> <br />SHADY BEND ROAD <br /> <br />Gary Smith Construction Co. <br />$113,900.00 <br /> <br />$ 38,051.00 <br /> <br />JIL Asphalt Paving Co. <br />$128,180.00 <br /> <br />$ 31,455.50 <br /> <br />AIRPORT ROAD <br /> <br />HUSKER HIGHWAY <br /> <br />TOTALS <br /> <br />$ 26,706.00 <br />$168,657.00 <br /> <br />$ 29,810.00 <br />$189,445.50 <br /> <br />Motion by Abernethy, seconded by Landis to accept bids received and refer <br />to Public Works Committee and Director for recommendation. Abernethy, Hart- <br />man, Landis, Leslie, Long, Quandt and Stelk voted yes, none voted no. Motion <br />carried. <br />
