<br />~ <br /> <br />q~~-~9r <br /> <br />HALL COUNTY BOARD OF SUPERVISOR MEETING, SEPTEMBER 17, 1996 <br /> <br />The Hall County Board of Supervisors met at 9:00 a.m. from adjourned session <br />and by published call, in County Board Meeting Room, 121 South pine, Grand <br />Island. <br /> <br />CALL TO ORDER: The meeting was called to order by Chair Tammie Stelk. <br /> <br />INVOCATION: Invocation was given by Supervisor Huey Long. <br /> <br />PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was given. <br /> <br />ROLL CALL: Present on roll call were Irene Abernethy, Richard Hartman, <br />Margaret Landis, Robert Leslie, Huey Long, Gary Quandt and <br />Tammie Stelk. None were absent. <br /> <br />PRESENT: were Deputy County Attorney Jerom Janulewicz, Deputy Attorney <br />Mark Young, News Media- Carol Bryant, Grand Island Independent. <br /> <br />MINUTES OF SEPTEMBER lOth MEETING: Motion by Quandt, seconded by Hartman, <br />to accept minutes as received. Abernethy, Hartman, Landis, Leslie, Long, <br />Quandt and Stelk voted yes, none voted no. Motion carried. <br /> <br />COUNTY ATTORNEY: Deputy Attorney Janulewicz and Deputy Attorney Young were <br />present for Executive Session to discuss the update on Public Defender Organ- <br />ization negotiations. <br />EXECUTIVE SESSION: Motion by Abernethy, seconded by Long to recess for <br />Executive Session with Deputy Attorneys. Abernethy, Hartman, Landis, Leslie, <br />Long, Quandt and Stelk voted yes, none voted no. Motion carried. <br />EXECUTIVE SESSION at 9:06 a.m. to discuss Public Defender Organization negot- <br />iations. Returned to regular session at 10:03 a.m. on motion by Quandt, <br />seconded by Abernethy. Abernethy, Hartman, Landis, Leslie, Long, Quandt <br />and Stelk voted yes, none voted no. Motion carried. <br /> <br />RETURNED TO REGULAR SESSION at 10:03 A.M. <br /> <br />10:03 A.M. PUBLIC HEARING to approve the setting of 1996-1997 property tax <br />levy different that the preliminary levy certified by the County Clerk. <br />Board Assistant Ellen Merrill, who had prepared the Hall County budget <br />explained the reason for hearing and the need to change the 1996-1997 tax <br />levy to .37021 from the preliminary levy of .36316 set by the County Clerk <br />as required by LBI085. <br />County C~erk read the affidavit of publication and the Resolution. <br />No one from the audience spoke <br />Motion by Leslie, seconded by Abernethy to close the Public Hearing. <br />Comments in regard to the budget and levy, were made by Supervisors Landis, <br />Hartman, Quandt, Abernethy, Long. Chair Stelk made comments and then called <br />for vote on closing the Public Hearing. Abernethy, Hartman, Landis, Leslie, <br />Long, Quandt and Stelk voted yes, none voted no. Motion carried. <br />Public Hearing was closed at 10:18 a.m. <br />RESOLUTION #96-0057: Motion by Abernethy, seconded by Leslie to adopt the <br />Resolution #96-0057 setting the Hall County 1996-1997 tax levy as presented. <br />Abernethy, Hartman, Landis, Leslie, Long and Stelk voted yes, Quandt voted <br />no. Motion carried on 6 yes, 1 no vote. <br /> <br />RESOLUTION #96-00tJ7 <br />A RESOLUTION SETTING THE 1996-1997 HALL COUNTY TAX LEVY <br /> <br />WHEREAS, the Hall County Board of Supervisors passed the <br />1996-1997 Hall County budget on August 27, 1996; and <br /> <br />WHEREAS, this budget requires a tax levy higher than the <br />preliminary levy of .36316 set by the County Clerk <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Hall County Board of <br />Supervisors that the 1996-1997 tax levy for Hall County shall be <br />.37021. <br /> <br />Passed and adopted this 17th day of September, 1996. <br />
