<br />HALL COUNTY BOARD OF SUPERVISORS MEETING, AUGUST 20, 1996
<br />
<br />The Hall County Board of Supervisors met at 9:00 a.m. from adjourned session
<br />and by published call, in County Board meeting room, Administration Building
<br />121 South Pine, Grand Island.
<br />
<br />CALL TO ORDER: The meeting was called to order by Chair Tammie Stelk.
<br />
<br />INVOCATION:
<br />
<br />The Invocation was given by Supervisor Irene Abernethy.
<br />
<br />PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was given.
<br />
<br />ROLL CALL: Present on roll call were Irene Abernethy, Richard Hartman,
<br />Margaret Landis, Robert Leslie, Huey Long, Gary Quandt and
<br />Tammie Stelk. None were absent.
<br />
<br />Present were Deputy Attorney Jerom Janulewicz, Deputy Attorney Mark Young
<br />and Carol Bryant, Grand Island Independent.
<br />
<br />MINUTES OF AUGUST 13th MEETING: Motion by Long, seconded by Leslie to
<br />accept minutes of August 13th meeting as received. Abernethy, Hartman,
<br />Landis, Leslie, Long, Quandt and Stelk voted yes, none voted no. Motion
<br />carried.
<br />
<br />COUNTY ATTORNEY: Attorney Janulewicz spoke in regard to his letter in regard
<br />to the Investment and Trust resolution referred to him last week. He requested
<br />delay of action until receive information from the State Auditor's office.
<br />place on agenda for next week's meeting.
<br />
<br />NORTHWESTERN PUBLIC SERVICE CO AGREEMENT: Robert J. Rye, 3211 Magnolia Court
<br />Grand Island, manager of Northwestern Public Service, Grand Island spoke in
<br />regard to the gas rates at 1st and Locust Hall County Courthouse offering a
<br />reduction in rates for this location.
<br />Motion by Landis, seconded by Quandt to approve the rate change with
<br />Northwestern Public Service for courthouse account and to authorize Chair to
<br />sign the agreement. Abernethy, Hartman, Landis, Leslie, Long, Quandt and
<br />Stelk voted yes, none voted no. Motion carried.
<br />
<br />EXECUTIVE SESSION: Motion by Long, seconded by Abernethy to hold Executive
<br />Session to discuss with attorneys the Public Defender Office Organization
<br />negotitions. Abernethy, Hartman, Landis, Leslie, Long, Quandt and Stelk
<br />voted yes, none voted no. Motion Carried.
<br />Executive Session at 9:25 a.m. with Deputy Attorney Jerom Janulewicz
<br />and Deputy Attorney Mark Young present.
<br />Motion by Quandt, seconded by Leslie to return to regular Board of
<br />Supervisor session. Abernethy, Hartman, Landis, Leslie, Long, Quandt and
<br />Stelk voted yes, none voted no. Motion Carried.

<br />RETURNED TO REGULAR SESSION at 10:26 a.m.
<br />
<br />10:29 A.M. CONTINUED PUBLIC HEARING on the amendment to Hall County Zoning
<br />Resolution. Regional Planning Director David Barber was present. He spoke
<br />in regard to the amendment and answered questions. Discussion followed.
<br />Supervisor Landis suggested approving the recommendation from Regional Plan-
<br />ning Commission and Director for home occupations until can be reviewed in
<br />detail.
<br />
<br />Motion by Landis, seconded by Leslie to close the Public Hearing on the
<br />Amended Resolution for Home Occupations. Abernethy, Hartman, Landis, Leslie,
<br />Long, Quandt and Stelk voted yes, none voted no. Motion Carried.
<br />
<br />Motion by Landis, seconded by Abernethy, to amend the Zoning Resolution on
<br />Home Occupations as proposed. Discussion followed.
<br />Motion by Quandt, seconded by Hartman to amend the motion to delete the
<br />sentence "there will be no on-site retailing/sales of merchandise in conn-
<br />ection with the home occupations". Discussion continued. Roll call vote
<br />Hartman, Landis, Leslie, Long and Quandt voted yes, Abernethy and Stelk voted
<br />no. Motion carried.
<br />Approved amending the original motion to include the amendment. Abernethy,
<br />Hartman, Landis, Leslie, Long, Quandt and Stelk voted yes, none voted no.
<br />Motion carried.
<br />Regional Planning Director requested they approve a motion to clarify the
<br />home occupation section.
<br />Motion by Landis, seconded by Long to amend our home occupation provisions
<br />and allow on site retail sales of merchandise in connection with the home
<br />occupations in Agricultural zone. Abernethy, Landis, Leslie, Long, Quandt
<br />and Stelk voted yes, none voted no. Hartman was absent from room at the time
<br />of vote. Motion carried.
