<br />The Hall County Board of Supervisors met. at 9:00 a.m. from adjourned session
<br />and by published call in the County Board Meeting Room, Administration Buil'i-
<br />. ing, 121 South pine, Grand Island.
<br />
<br />CALI.. TO ORDER: The mee.ting was called to order by Chair Tammie Str~lk.
<br />
<br />INVOCATION: Invocation was given by Rev. Alan Ellison,. of The Rock.
<br />
<br />PLEDG~ OF ALLEGIANCE: rhe Pledge of Allegiance Nas given.
<br />
<br />ROLL CALL: Present on roll call were Irene Abernethy, Margaret Landis,
<br />Robert Leslie, Huey Long, Gar~' Quandt and Tammie Stelk. Richard Hartman
<br />arrived at 9:07 a.m.
<br />
<br />COUNTY ATTORNEY: Deputy Attorney Jerom Janulewicz was pr(~sent.
<br />
<br />MINUTES OF JULY 30th MEETING. Motion by Quandt, seconded by Long to
<br />accept minutes of July 30th mfeting as received. Landis, Leslie, Long,
<br />Quan(1t and Stelk voted yes, n(ne voted no, Abernethy abstain'~d and Hartman
<br />was cLbsent.
<br />
<br />INTEHLOCAL AGREEMENT: Hall County Sheriff, James Fosket and Merrick County
<br />Sher~ff Anthony McPhillips spoke in regard to the inter local agreement for
<br />emergency services for Hall County Deputies to make arre~ts in Merrick County
<br />in the area along the Hall - Merrick Countyline. Sheriff Fosket explained
<br />the request and requested approval from the County Board.
<br />Merrick County Sheriff spoke in regard to letter he prepared making the
<br />Hall County Deputies, Merrick County Special deputies. Merrick County Super-
<br />visors have passed a resolution to make special deputies.
<br />Motion by Quandt, seconded by Abernethy to have Hall County Sheriff and
<br />Hall County Attorney work with the Merrick County Sheriff and Merrick County
<br />Attorney on an inter local agreement. Abernethy, Hartman, I,andis, Leslie,
<br />Long, Quandt and Stelk voted yes, none voted no. Motion carried.
<br />
<br />EXECUTIVE SESSION: Motion by Long, seconded by Landis to hold Executive
<br />Session with Deputy County Attorney Janulewicz, in regard to CWA agreement.
<br />Abernethy, Hartman, Landis, Leslie, Long, Quandt and Stelk \oted yes, none
<br />voted no. Motion Carried.
<br />EXECUTIVE SESSION: 9:15 a.m. with Attorney Janulewicz in regard to
<br />the Communication Workers of America labor agreement with the Public Works
<br />Department employees.
<br />Motion by Quandt, seconded by Long to return to regular session. Aber-
<br />nethy, Hartman, Landis, Leslie, Long, Quandt and Stelk voted yes, none voted
<br />no. Motion carried.
<br />RETURNED TO REGULAR SESSION AT 9:20 a.m.
<br />Attorney Janulewicz asked Board to consider motion to approve agreement
<br />with County of Hall and Communication Workers of America for the County
<br />Public Works Department employees, July 1, 1996 thru June 30, 1997 with
<br />3% salary increase plus merit pay increases and calculation chaDges of
<br />overtime pay.
<br />Motion by Quandt, seconded by Abernethy to approve the agreement between
<br />Hall County and Communication Workers of America workers. Abernethy, Hart-
<br />man, Landis, Leslie, Long, Quandt and Stelk voted yes, none voted no. Motion
<br />carried.
<br />
<br />HUSKER HARVEST DAYS, SEPTEMBER 10, 11 and 12 SIGNS. Letter was read from
<br />Agricultural Institute of Nebraska Inc. requesting permission to place
<br />directional signs along county roads prior and during the show. Also
<br />requested use of the county water truck to control the dust problem on the
<br />show site.
<br />Dan Hostler, Public Works Director was present and recommended approval
<br />of the request and they will bill AIN for use of truck.
<br />Motion by Landis, seconded by Quandt to approve request for placing the
<br />Husker Harvest Day signs and for the use of water truck. Abernethy, Hartman,
<br />Landis, Leslie, Long, Quandt and Stelk voted yes, none voted no. Motion
<br />carried.

<br />PUBLIC WORKS COMMITTEE REPORT: Dan Hostler, Public Works Director presented
<br />the following report and explained the requests.

<br />PUBLIC WORKS COMMITTEE REPORT
<br />
<br />The Public Works Committee recommends the Hall County Board of Supervisors
<br />authorize the Hall County Public Works Director to construct a drain along Shady Bend
<br />Road from G. 1. Saddle Club Sut to the Wood River. Estimated cost of materials is
<br />$5000.00 for culvert and flood gate.
