<br />~~-#? <br /> <br />HALL COUNTY BOARD OF SUPERVISORS MEETING, MAY 14, 1996 <br /> <br />The Hall County Board of Supervisors met at 9:00 a.m. from adjourned <br />session and by published call, in the County Board Meeting Room, Adminis- <br />tration Building, 121 South Pine, Grand Island. <br /> <br />CALL TO ORDER: The meeting was called to order by Chair Tammie Stelk. <br /> <br />INVOCATION: <br /> <br />Invocation was given by Supervisor Irene Abernethy. <br /> <br />ROLL CALL: Present on roll call were Irene Abernethy, Richard Hartman, <br />Margaret Landis, Robert Leslie, Gary Quandt, Judy Rosenkotter and Tammie <br />Stelk. None were absent. <br /> <br />MINUTES OF MAY 7 MEETING: Motion by Abernethy, seconded by Rosenkotter to <br />accept minutes of May 7th meeting as received. Abernethy, Hartman, Landis, <br />Leslie, Quandt, Rosenkotter and Stelk voted yes, none voted no. Motion <br />carried. <br /> <br />COUNTY ATTORNEY: Deputy Attorney Jerom Janulewicz and Deputy Attorney <br />Mark Young were present. <br /> <br />EXECUTIVE SESSION: Motion by Rosenkotter, seconded by Abernethy, to hold an <br />Executive Session in regard to Public Defender Organization. Abernethy, <br />Hartman, Landis, Leslie, Quandt, Rosenkotter and Stelk voted yes, none voted <br />no. Motion carried. <br />EXECUTIVE SESSION at 9:07 A.M., with Attorney Jerry Pigsley, Deputy Attorney <br />Janulewicz and Young present. <br />Motion by Hartman, seconded by Leslie to return to regular Board of Super- <br />visors meeting. Abernethy, Hartman, Landis, Leslie, Quandt, Rosenkotter and <br />Stelk voted yes, none voted no. Motion carried. <br />RETURNED TO REGULAR SESSION AT 9:32 A.M. <br /> <br />Motion by Quandt, seconded by Landis to authorize attorney to appeal the <br />decision of the Certificate of Order issued by Nebraska Commission of <br />Industrial Relations to the Court of Appeals for Public Defender Bargaining <br />Unit. Abernethy, Hartman, Landis, Leslie, Quandt and Rosenkotter voted yes, <br />Stelk voted no. Motion carried. <br /> <br />EXECUTIVE SESSION: Motion by Rosenkotter, seconded <br />Executive Session in regard to F.O.P. Negotiations. <br />Landis, Leslie, Quandt, Rosenkotter and Stelk voted <br />Motion carried. <br />EXECUTIVE SESSION AT 9:35 A.M. Sheriff Jim Fosket, Deputy Attorney Mark <br />Young and Jerom Janulewicz were present. <br />Motion by Quandt, seconded by Hartman to return to regular Board of Super- <br />visors meeting. Abernethy, Hartman, Landis, Leslie, Quandt, Rosenkotter <br />and Stelk voted yes, none voted no. Motion carried. <br />RETURNED TO REGULAR SESSION AT 10:12 a.m. <br /> <br />by Hartman to hold an <br />Abernethy, Hartman, <br />yes, none voted no. <br /> <br />Chairman called for short break. <br />Returned to regular session at 10:20 a.m. <br /> <br />Gene Hlavka from Arkansas, who is visiting his daughter in Hall County and <br />is staying at Hall County Park, complimented the staff and conditions <br />at the Park and stated they really enjoyed staying there. Mr. Hlavka asked <br />the Board Members to consider allowing campers to pay one week in advance <br />to stay at County Park instead of 3 days. <br />Park Committee chairman Quandt to visit with Park Superintendent Kaufman <br />about the request. <br /> <br />GENERAL JUVENILE DIVERSION PROGRAM: County Attorney Ellen Totzke had <br />provided each Board Member with copy of the Criteria for participation <br />in the program and answered questions and gave reasons for the request. <br />Trudy Treu, CASA Program was present and spoke in regard to the Street Law <br />Course taken in Washington DC. The Diversion Program will be administered <br />by CASA. <br />Motion by Abernethy, seconded by Rosenkotter to approve the Diversion <br />Program requested by County Attorney. Abernethy, Hartman, Landis, Leslie, <br />Quandt, Rosenkotter and Stelk voted yes, none voted no. Motion carried. <br /> <br />SUPPLEMENTAL FUNDING FOR HEALTH DEPARTMENT BUDGET: Ray Rabe, Health <br />Director spoke in regard to the supplemental funding to conduct paunch <br />manure monitoring program for fiscal year 1995-1996 additional $5395.00 <br />Motion by Rosenkotter, seconded by Abernethy to accept Mr. Rabe, Health <br />Department Director, request for funding of $5395.00 to conduct the paunch <br />manure monitoring program. Discussion on where funding should be paid from. <br />Suggested to over spend the Health Department line item in the miscellaneous <br />general budget for 1995-1996.
