The land application is more <br />economical if properly done, but the recommmended rate of paunch <br />to the soil should be considered. <br /> <br />Deputy County Attorney Jerry Janulewicz presented a letter from Rick <br />Koelsch Livestock Environmental Engineer, University of Nebraska, and <br />, . <br />requested it be made part of the record. Mr. Janulew1cz recommended <br />to proceed with the resolution. <br /> <br />Bob Mettenbrink, 2205 North Park Avenue, questioned the cost comparison <br />of using the paunch manure as feed, compost or the land applciation. <br />Wes Potter stated that the use as feed or compost would be higher. <br /> <br />Chuck Cunliff, with Conagra Waste Management Control, questioned the <br />unloading facilities. These ramps would not require engineering <br />design. <br /> <br />Rosenkotter made a motion and Abernethy seconded to close the public <br />hearing. Abernethy, Hartman, Landis, Leslie, Quandt, Rosenkotter and <br />Stelk all voted yes and none voted no. Motion carried. <br /> <br />Rosenkotter made a motion and Abernethy seconded to approve Resolution <br />#960028 Providing Rules and Regulations for Land Application of Paunch <br />Manure. Abernethy, Leslie, Quandt, Rosenkotter and Stelk all voted <br />yes. Landis abstained because she has had paunch manure applied to <br />her property and Hartman voted no because he did not have any people <br />from his district want to apply the paunch manure. <br /> <br />RESOLUTION # 9 ~ 0 t2::i ? <br /> <br />A RESOLUTION PROVIDING RULES AND REGULATIONS FOR <br />LAND APPLICATION OF PAUNCH MANURE <br /> <br />WHEREAS, the Hall County Board of Supervisors desires to regulate the land application of <br />paunch manure in order to promote the public health, safety, and welfare and to prevent and abate <br />nuisances, including the pollution of air, land, and water, within the County of Hall. <br /> <br />NOW, lHEREFORE, BE IT RESOLVED by the County Board of Supervisors of Hall County, <br />Nebraska, that the following rules and regulations are hereby adopted, regulating the land <br />application of paunch manure within the unincorporated areas of the County except those areas <br />where a city or village has been granted zoning jurisdiction and is exercising such jurisdiction: <br /> <br />Chapter 1 - DEFINITIONS. <br /> <br />Unless the context otherwise requires: <br /> <br />001 "Application rate" means the concentration of the paunch manure administered to the soil. <br /> <br />002 "Best Management Plan" means a plan which describes Best Management Practices intended <br />to prevent or minimize the potential for pollution of waters, air or land of the state and to prevent <br />or minimize health problems resulting from the operation. <br /> <br />QQJ. "Best Management Practices (BMP's)" means treatment requirements, operating and <br />maintenance procedures, schedules of activities, prohibitions of activities, and other management <br />practices to control site runoff, spillage, leaks, sludge or waste disposal or drainage from raw <br />material or waste storage. <br /> <br />QQJ. "Container" means any device, excluding a lagoon, in which a material is stored transported <br />treated, disposed of, or otherwise handled. ' , <br /> <br />QQ4. "Crop" means a plant or plant product grown for harvest, including grazing by domesticated <br />livestock. <br /> <br />005 "Paunch manure application site" means land where paunch manure materials are applied. <br /> <br />QQQ. "Department" means the Grand Island-Hall County Department of Health. <br /> <br />007 "Dewatering" means the process of removing water from paunch manure. <br />
