<br />9~r- /~3 <br /> <br />002 02A Paunch manure that has been dewatered so as to have a moisture <br />content of 65% or less as shown by analysis provided by the permittee shall be <br />incorporated within such time period as specified by the Department. <br /> <br />00203 Application rates shall not exceed those specified in the permit. Application rates <br />will be approved for permitting purposes taking into consideration: <br /> <br />00203A Protection of waters, land, and air of the state. The application of <br />nitrogen from paunch manure and any other sources shall not exceed the nitrogen <br />needs of the crops to be grown on the site over the next year, and the total <br />application of all nutrients shall not exceed the acceptable agronomic application <br />rates recommended by the University of Nebraska Department of Agronomy for <br />the crops involved. <br /> <br />002 03B Any other local, state or Federal Regulations applying to this practice. <br /> <br />002.03 C Application for amount greater than 10 dry tons per acre shall not be <br />granted unless the applicant submits proof of appropriate permit or license issued <br />by the Nebraska Department of Environmental Quality. <br /> <br />002.04 Land and Location Considerations. <br /> <br />002.04A Unless the applicant can demonstrate to the Department's satisfaction <br />that pollution of waters of the state will not result, paunch manure shall not be <br />surface applied on land with greater than 10% slope. <br /> <br />00204B Paunch manure shall not be applied on wetland areas. <br /> <br />002 04C Paunch manure shall not be applied within 1000 feet of inhabited <br />dwellings, businesses, or facilities or lands (excluding public roads) frequented by <br />the public, unless applicant presents documented permission from the owners <br />(and in the case of a dwelling, the residents) of such dwelling, business, facility, <br />or lands, consenting to application of paunch within a lesser distance from such <br />inhabited dwelling, business, facilities, or lands. <br /> <br />00204D Paunch manure shall not be applied within five thousand (5000) feet of <br />a municipal water supply well. Paunch manure shall not be applied within two <br />hundred (200) feet of a domestic water supply well. <br /> <br />002 05 Crop Considerations. <br /> <br />002 05A Paunch manure shall not be applied to edible portions of crops that are <br />consumed by humans without processing to minimize pathogens prior to <br />consumption. <br /> <br />00206 General considerations. <br /> <br />002 06A Application of paunch manure may be made by any method which <br />injects or disperses the material so that a uniform application is achieved. <br /> <br />002 06B Application of material shall be to land properly selected and managed <br />in such a manner so that: <br /> <br />00206BI No pollution of water of the State results. <br /> <br />002 06B2 Flies and odors are controlled. Techniques and procedures <br />may be required to reduce the potential for flies and odors. <br /> <br />003 Records and Reporting. <br /> <br />00301 Permittee shall maintain record of the amount of paunch that is land applied, the <br />site at which applied, dates of application, moisture content and such other information as <br />required by Department. Such records shall be maintained at applicant's place of business <br />in Hall County and shall be available for inspection and copying by Department upon <br />reasonable notice to permittee. <br />
