9:05 a.m. Held a Board of Equalization meeting. <br /> 9:15 a.m. Adjourned the Board of Equalization meeting and returned to the regular meeting. <br /> PUBLIC PARTICIPATION —Chairman Lancaster called for public participation and no one <br /> responded. <br /> 4. COUNTY ATTORNEY—AUTHORIZE BOARD CHAIRMAN TO SIGN SUBGRANT <br /> AGREEMENT BETWEEN THE NEBRASKA DHHS DIVISION OF CHILDREN AND FAMILY <br /> SERVICES CHILD SUPPORT ENFORCEMENT AND THE HALL COUNTY ATTORNEY— <br /> Deputy County Attomey Jack Zitterkopf stated that this provides for federal funding for child <br /> support services and the agreement spells out the regulations. The previous agreements have <br /> been for 3 to 5 years but it will now be on an annual basis. <br /> Ziola made a motion and Schuppan seconded to authorize the chair to sign the sub grant <br /> agreement. Arnold, Lancaster, McFarland, Purdy, Quandt, Schuppan and Ziola all voted yes <br /> and none voted no. Motion carried. <br /> 10. DISCUSS AND APPROVE MOVING THE SPECIAL BOARD MEETING FOR BUDGET <br /> FROM JULY 31 TO AUGUST 1, SAME TIME 8:00 AM TO 4:00 PM - Lancaster stated that she <br /> requested this to be discussed and suggested moving the meeting from July 315�to August 15'. <br /> Discussion was held and Stacey will try to contact Mr. Fegley to see if he will be available on <br /> this date. The board will come back for further discussion. <br /> 9:30 a.m. Held a Board of Corrections meeting. <br /> 9:40 a.m. Recessed the Board of Corrections meeting for the jail tour. All members present will <br /> be attending the jail tour. <br /> 6. CORRIE EDWARDS— UPDATE REGARDING MID PLAINS CENTER FOR BEHAVIORAL <br /> HEALTHCARE SERVICES — Corrie Edwards with Mid Plains Center stated that because of the <br /> expansion of the juvenile justice programs they have see a lot of children coming into the <br /> juvenile triage and expressed concern on where these children will be going for continued <br /> services. The cost of these other facilities could be at $260.00 a day. She distributed <br /> information to the board members regarding the Crisis Stabilization Unit. From May 2012 to <br /> May 2013 they have assessed 119 children. She reviewed the various services and the fact <br /> that the only inpatient services that are available to children under the age of 14 are at Bryan <br /> LGH or Boys Town. The youth crisis services through Mid Plains are designed to provide local <br /> options for the youth in crisis. <br /> She noted that the Probation office will receive $43 million for Health and Human Services to <br /> provide services for youth. These dollars will cover contracts with private providers for services. <br /> There are 3 services that they want to address the day reporting center, the staff secure centers <br /> and the crisis respite center. They will also be able to bill private insurance and Medicaid for <br /> some of the fees. <br /> Mr. Arnold stated that it is good to see these changes and there has been a gap in services. <br /> There is a need for these programs every day. <br /> Chairman Lancaster thanked Ms .Edwards for the information. <br /> 2 <br />
