<br />r. <br /> <br />9~r, () 5'1 <br /> <br />J <br /> <br />HALL COUNTY BOARD OF SUPERVISORS MEETING, FEBRUARY 20, 1996 <br /> <br />The Hall County Board of Supervisors met February 20 at 9:00 a.m. <br />from adjourned session and by published call in the County Board <br />Meeting Room, Administration Building, 121 South Pine,Street, <br />Grand Island, Nebraska. <br /> <br />CALL TO ORDER: The meeting was called to order by Chair Tammie <br />Stelk. <br /> <br />INVOCATION: The invocation was given by Reverend Charles Proud <br />of the Harvest Time Baptist Church. <br /> <br />PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was given. <br /> <br />ROLL CALL: Present on Roll Call were Irene Abernethy, Richard <br />Hartman, Margaret Landis, Robert Leslie, Gary Quandt, Judy <br />Rosenkotter, and Tammie Stelk. <br /> <br />MINUTES OF FEBRUARY 13 MEETING: The minutes of the February 13 <br />meeting were received. Quandt made a motion which was seconded <br />by Landis to approve the minutes as received. Quandt, Landis, <br />Hartman, Stelk, Leslie, Abernethy, and Rosenkotter voted yes and <br />none voted no. Motion carried. <br /> <br />COUNTY ATTORNEY: Deputy County Attorney Jerom Janulewicz <br />distributed a copy of a January 6, 1995, opinion he had sent the <br />Board regarding the submission of the South Locust Street Project <br />to a vote of the electorate. He explained this opinion regarding <br />~23-276. This issue was discussed. <br /> <br />Landis suggested deciding the ballot issue before the inter local <br />agreement. Rosenkotter made a motion which was seconded by <br />Abernethy to call for the orders of the day. Stelk said there <br />was no need for this motion because the inter local agreement was <br />placed on the agenda first following a vote of the Board last <br />Tuesday and the ballot issue was placed on the agenda by Quandt <br />on Friday morning. She said the Secretary of State told the <br />Election Commissioner that no statute allows for a countywide <br />petition to place items on the ballot so there's no way to <br />determine how many signatures would be required for such a drive. <br />The issue was discussed. <br /> <br />INTERLOCAL AGREEMENT FOR CONSERVATION EASEMENT AND OVERLAY ZONES: <br />Rosenkotter made a motion which was seconded by Abernethy to <br />approve the inter local agreement for conservation easements and <br />overlay zones and authorize the Chair to sign it. The issue was <br />discussed. Quandt, Landis, and Hartman voted no, and Stelk, <br />Leslie, Abernethy, and Rosenkotter voted yes. Motion carried. <br /> <br /> <br />BALLOT ISSUE FOR MAY PRIMARY ELECTION--I-80 AND SOUTH LOCUST <br />INTERCHANGE: No discussion or action. <br /> <br />1 <br />
