Abernethy, Hartman, Lancaster, <br />Landis, Long, Quandt and Stelk all voted yes and none voted no. <br />Motion carried. <br /> <br />AUTHORIZE PREPARATION AND SUBMITTAL OF CLAIM FOR DIRECT COSTS OF <br />SPACE FOR NEBRASKA DEPARTMENT OF HEALTH AND HUMAN SERVICES: The <br />claim for the direct costs was completed in the amount of <br />$19,891.96. Lancaster made a motion and Landis seconded to <br />authorize the Chairman to sign the claim for $19,891.96. <br />Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk all <br />voted yes and none voted no. Motion carried. <br /> <br />AUTHORIZE CONDEMNATION OF TRACT #3 OWNER RICHARD AND LISA PFEIL: <br />John Amick, attorney for Richard and Lisa Pfeil, 3892 South <br />Locust, spoke to the board concerning this property. The <br />Pfeil's received an offer of $7,920.00 for the easement property. <br />Mr. Amick stated that the Pfeil s are concerned because the <br />proposed survey would take most of their front yard. They made a <br />counter offer to sell the entire property for $80,000.00. Mr. <br />Amick stated the County could resell the property to recoup their <br />expenses. Discussion was held. This matter was referred to the <br />Public Works Committee and will be place on the agenda November <br />4. <br /> <br />10:08 A.M. PUBLIC HEARING ON AMENDMENT TO ZONING FOR AUTOMOBILES: <br />St~lk made a motion and Lancaster seconded to open the public <br />hearing on the amendment to zoning for automobiles. Abernethy, <br />Hartman, Lancaster Landis, Long/Quandt and Stelk all voted yes <br />and none voted no. Motion carried. <br /> <br />Dave Barber, Regional Planning Director, stated that this has <br />been an on-going issue. A public hearing was held on this matter <br />April 29, 1997. This zoning resolution would affect areas <br />outside of the 2-mile jurisdiction of Grand Island and areas <br />outside of the I-mile jurisdiction of the villages. The <br />amendment was read noting the changes to the original resolution. <br />John Cunningham, attorney, stated he was contacted to represent <br />concerned parties and he stated they felt this would cause more <br />problems. The currant resolution does not allow accumulated <br />vehicles in any area that is zoned agricultural. The new <br />resolution would allow 5 to 30 vehicles if they are screened. <br /> <br />Marsha Lawton stated her concerns on the increasing number of <br />salvage vehicles on a property in her area and hopes this can be <br />settled. <br /> <br />David McGrath requested to address this matter. He stressed the <br />importance of the salvage vehicles and the number of businesses <br />that benefit from restored vehicles. He stated if the resolution <br />is adopted it will destroy collecting and restoring vehicles in <br />Hall County. <br /> <br />The public hearing was recessed until after 2:00 p.m. <br />
