9. DISCUSS AND TAKE ACTION ON REAPPOINTMENT TO HALL COUNTY VETERAN'S <br /> SERVICE COMMITTEE— Mr. Quandt requested to discuss this issue. He noted in the state <br /> statute that they are to submit 3 names and also questioned if the veterans service committee <br /> members are bonded. <br /> Chairman Lancaster stated that they have difficulty finding someone to serve and the board has <br /> had this discussion before. County clerk Marla Conley stated that her affice does not have <br /> bonds on file for the committee members. <br /> Mr. McFarland stated that if they only submit ane name then that is the only person ta consider. <br /> McFarland made a motion and Schuppan s�conded to confirm the appointment of Gary Camp <br /> ta the Veterans Service Committee. <br /> Arnold stated that the board has had this discussion befare and if anyane wants to serve on the <br /> committee they wauld have come forward and ta his knowledge no one has. <br /> Mr. Purdy stated that the county can require a band but have not done so and he questioned if <br /> the board wants to change this. <br /> Mr. Arnold stated that there is not a requirement to advertise for the positions even if we are not <br /> getting the 3 names. The board makes the appointment from the list they receive. <br /> Ms. Lancaster questioned why we would interFere in the process and asked if the board wants <br /> to change. Mr. Quandt stated he just brought it up as a point of clarification. <br /> The vote on the motion to approve the appointment was taken. Arnold, Lancaster, McFarland, <br /> Purdy, Quandt, Schuppan and Ziola all voted yes and none vot�d no. Motion carried. <br /> Held a 5 minute break. <br /> 6 CORRIE EDWARDS— MID PLAINS CENTER FOR BEHAVORAL HEALTH SERVIC�S, INC <br /> UPDATE REGADING TRANSITIONAL LIVING PROGRAM — Ms. Edwards stated that she has <br /> been seeing some issues with law enforcement with juveniles and the dollars that it cost for <br /> placement. She would like to come back with an update regarding this issu�. <br /> They have recently started a transitional living program and noted the following: <br /> • Each year more than 600 youth age out of the foster care program without adoptive <br /> parents or guardians <br /> • Most organizations are built around the needs of homeless adults and families not young <br /> people <br /> • H�meless youth and young adults are at a higher risk for sexual exploitation, mental <br /> health disabilities chemical or alcohal dependency and death <br /> • It is estimated that 45% of youth aging out of the foster care become homeless within a <br /> year <br /> � They are more likely to become involved with the criminal justice system. <br /> The Mid-Plains Center's Transitional Living program provides young adults leaving the faster <br /> care,juvenile justice and youth mental health system the intensive in-hame support and <br /> guidance they need to make a successful transition to adulthood. The typical age is between 17 <br /> 5 <br />
