97;: ;;'36 DISCUSSION WITH SENATORS ON BILLS PASSED IN LEGISLATURE THAT
AFFECT COUNTIES: Senators Chris Peterson and Ardyce Bohlke were
invited by the County Board to discuss the various bills that
will affect counties. Chris Peterson spoke on the
telecommunications bill that was passed that will result in the
deregulation of long distance phone rates. These rates will no
longer be regulated by the public service commission. This may
result in an increase in the rates for residential areas, but the
federal government has set up a fund to off set these increases.
She also spoke on the changes on the certificate of need that had
been required for hospitals and long-term care homes. Questions
were addressed to Senator Peterson concerning the 0% lids for
counties and how this could cause a problem if cases were filed
in the Court of Industrial Relations.

Senator Ardyce Bohlke served on the education and natural
resource committee. She stated that an interim study will be
done on the deregulation of electrical rates. She also spoke on
LB 806, which will parallel LB 299 and LB 1114. She stated that
the Hall County schools gained with the new bills. The
Educational Service Units will be looking into technology and
where schools should be in the future. The Senators answered
questions from the board members. The board thanked the Senators
for coming.

APPROVE RESOLUTION TO DELETE PROJECT C-40(273) FROM 1 & 6 YEAR
ROAD PROGRAM: Daniel Hostler, Public Works Director, explained
that this box culvert may not be necessary and requested this
resolution to delete the project.
